How I could possibly use this card effectively now that the M10 rules are out?
For What I read, the only time you could use activated abilities and instants are before the other players choose his blockers.
So How I could possibily use Serendib Sorcerer? I can only turn the creatures 0/2 before my opponent tells me what of his creatures will block? How creatures like Immaculate magistrate will work?

You are also allowed to play spells and abilities at the end of the Declared Blockers step.
You can do it after blockers are assigned before damage is assigned. You could block a creature with your Serendib Sorcerer and then before damage is assigned, tap the Sorcerer to make the creature he's blocking become 0/2.
Same for the Magistrate...if you attack with an elf and it goes unblocked, you can activate the Magistrate's ability before damage is assigned to pump your unblocked elf.
In both of these instances, tapping these creatures is all assuming they don't have summoning sickness or have haste.
Nothing has changed on those. If a Shape Stealer blocks an Elvish Berserker, the triggered abilities will be put onto the stack in APNAP (Active player-nonactive player) order and resolve in reverse, so the non-active player's Shape Stealer's trigger will resolve first making it a 1/1, then Berserker's ability will resolve giving it +1/+1.

As for whether a creature is still good after the rules changes, that's really not on-topic for the Rulings fourm.
