You control two triggers from Shriekmaw, "When this ETB, Terror", and "When this ETB, Sac this". You control the order they go on the stack. You choose targets as they're placed on the stack. You should probably put the sacrifice trigger on the bottom, and the shriekmaw trigger on top for best results.
I'm still getting stuck in terms of how to evaluate this though.
Is this the correct rule that governs here??
405.3. If an effect puts two or more objects on the stack at the same time, those controlled by the active player are put on lowest, followed by each other player’s objects in APNAP order (see rule 101.4). If a player controls more than one of these objects, that player chooses their relative order on the stack.
If so, I am wondering if someone can help me understand what I'm missing here.
How can it be that Shriekmaw's enter the battlefield trigger takes place at the same time as Grave Pact's goes to [my] graveyard trigger.
It seems conceptually flawed that you can sacrifice a creature before it enters the battlefield. As such, it seems that Shriekmaw must enter the battlefield before it can be sacrificed, so this is where I get a little stuck.
I could understand perfectly if, say, I had two Grave Pact's in play and both of them triggered at the same time...that makes perfect sense to me. But in this situation, it seems strange that these triggers occur at the same time (allowing me to chose the order they go on the stack), since one must happen before the other can take place.
Can someone help me understand where I'm going wrong?

It doesn't.
Shriekmaw has two enters-the-battlefield triggered abilities. One of them is the ETB-Terror ability. The other is the Evoke-Sac-Me ability. You choose the order in which those abilities go on the stack. If you are playing optimally, you probably stack them like this (choosing a target for ETB-Terror) :
(top)
ETB-Terror
Evoke-Sac-Me (bottom)
Assuming no responses, ETB-Terror will resolve destroying the targeted creature, and then Evoke-Sac-Me will resolve. When it does, Grave Pact triggers.
Do I get to bag 2 critters?
Ultimately, I suppose this is a stack question.
Kokusho, The Evening Star, Exsanguinate and Glen Elendra Archmage have a restriction of 1 per deck.

Remember, kids: Never fight with Flashback, 'cause Flashback always wins.
