First, as was suggested, contact ebay to let them know what the seller is doing. Let ebay know that if the seller was willing to actually complete the transaction as he should have in the first place, that you would consider that (presumably) a reasonable resolution to the issue. Make it clear to them though everything that the seller has said to you, that he has called you on the phone, sent multiple emails and has offered, effectively, to bribe you (though still hasnt offered to actually send you the cards you ordered) to get you to change your feedback. Let them know that you arent sure what to do at this point given the seller's previous responses of not being able/willing according to him to be able to complete the transaction as he should have. And that all the messaging and calling is causing issues for yourself and your family and you would prefer a way to get this to stop if possible.
Personally, I feel that if the seller screwed up, then he needs to deal with it himself since he was so unwilling to just complete the transaction in the first place and now that his account has been suspended or otherwise, is he finally trying to offer up something to make it go away. The last seller that cancelled an order on ebay (or tried to) that I made on a card that rose in value soon after, I flat out refused to cancel the order, especially since he within 24 hours posted another batch of them larger than my order at a higher price and refused to complete the transaction. I left him a negative, forced him to eat the ebay fees, and blocked him on ebay. I gave him a chance to make it right, and he wouldnt, so I made sure that he paid for it appropriately within the rules that ebay sets forth for buyers.
I hate to necro such an old thread, but while I've moved on from the entire ordeal, the eBay seller has constantly been messaging me on eBay begging me to change feedback, and has even gone as far as to call my home phone (much to my father's outrage, as it doubles as his work phone). Tell him to die in a fire, and that if he calls you again you are calling the police and filing harassment charges. Once you tell him to stop calling you, he legally has to stop.
If this person has four seller accounts locked, it sounds like you are just one of a LOT of people he has done this to. Either he really is shady or he is honest but can't manage his business well. Either way, negative feedback seems fair.

Probably nothing. I'm sure lots of people have multiple accounts. For example if you are a big seller of a few unrelated products on Ebay. For example selling MTG cards and designer clothing. Probably better to have separate accounts as I personally think it looks better and more professional if your listings are at least somewhat related. Comic books and MTG would be something I consider related.
Also what if you are a big seller on Ebay or a well known store/big spender in the hobby. You might not want others knowing what you are buying. Having a few accounts can make it harder for people to keep track. I know for high end comics a lot of buyers/sellers have multiple accounts.
An account suspension isn't the end of the world. (It's not fun either). These are the reasons your account can get suspended:
1) You didn't pay your fees.
2) You owe a refund to a customer and they couldn't find funds to pay it.
3) You have a crap ton of bad DSR's.
4) You violated a listing rule and they are being nice and not banning you while your case is under litigation.
If his issue is truely #3, then he's really screwed a lot of auctions up, and while sitting on the sideline for 13 months while that negative feedback disapears stinks, you can't expect ebay to let sellers who can't complete multiple transactions on thier site.
The truth is that he's harrasing you because the guy with 8 pretty much has already told him to screw off. Even if he gets unsuspended, he's going to pay extra fees, have his payments held and have crappy search results for a year. I can't imagine if he's that hard up for cash, that those terms are going to be acceptable.
The fact of the matter is that if he wants you to even think about reversing your feedback, he NEEDS to be willing to complete the transaction. Anything less than that is off the table, and even then its 3 stars at best. Frankly that's up to you. If you just want him to stop contacting you, then report it to ebay and be done with it.
