Yeh, this sort of thing comes up occasionally, when someone wants to kick-start the game out of the random stage.
I'm not convinced of the actual relevance of the answers to the questions - they look more useful than they are - but it usually gets something going, at least.
It seems like the core of mafia is to get people to visibly play differently as scum than they would as town.
Are there better questions that an average player would answer differently depending on whether they are scum or town?

There's not really much else to it. The only other advice I can give you is change up how you normally play. Are you normally reserved? Start posting a lot. Do you like to counter every point or post every thought? Force yourself to only post once a day. You may have just not found out what works best for you.

If you're town and I'm mafia, you've already lost. You just don't know it yet.
Step 1 play less games at once
Step 2 memorize every possible fact in a single game. Be able to reference anything by memory.
Step 3 win or lose review the information most critical to catching scum. Even if you missed it during the game you can spot it endgame.
Step 4 get good enough to not miss it the first time.

Step 5 learn how to pull the information you need from people.
Step 6 learn how to fake it.
I suggest spending time in basics and learn how to spot town through mistakes. ZDS is great at it and can us it to pin down scum through PoE or push mislynches as scum while looking honest. I think his method works really well.
So I guess I would like to join the family, mafia is where I spend most of my time at MTGS and it would be nice to talk about it outside of games.

You say be able to reference anything by memory and that is how I play, all from memory. I don't take any notes aside from mental ones.
What are peoples opinions on note taking, should I be doing it to be a better mafia player?

I don't use notes either because I simply don't care enough to do so. I barely took notes in college, so I'm not going to start playing mafia. Notes or no notes though - you will have success if you can reference anything in a game, even if you have to double check the facts.
A great example is in Canada Mafia where Gamerz was able to reference and obscure fact to lynch the last scum. It's something that will directly impact your ability to play well.
The other advantage is it lets you review what went wrong in a loss or things you missed in a win. It's just a good idea if you want to play really well.

So, I saw a really interesting opening in an RVS of a game that I am not in. Someone asked this during RVS, like... three posts into day 1.
Then they proceeded to answer it, at length.
Normally RVS is full of spam, but this is like... woah, content-ville. Thoughts on this?
I personally am totally for doing something like this during RVS as town, although I think that I would do it a little differently.

I've seen this sort of thing before. It is, as ced said, often used to push out of the RVS. The problem is that the information produces something of a double edged sword: it is mostly pretty meaningless (it isn't too difficult to avoid giving scummy answers), but players can easily push really hard on it. It is usually tried on newer players, who can accidentally give something key away. More often, people get defensive and it all devolves.

In addition to player more games while playing fewer simultaneously, I'd try and critically examine each post before you post it. Namely, try and ask yourself "Does this progress me towards my win condition?" That means, as town, not being lazy and posting fencesits, not promising re-reads that don't happen, making sure your cases are concise, analytical and (relatively) objective, and that you do not spew out role information for no reason.
As scum, you want to be keeping your options open without being non-committal, time bussing correctly, and not falling into common tells and being paralysed into lurking through fear.
Yeah, I've seen RQS instead of RVS over at MafiaScum.

I use to focus mainly on scum tells since my first Mentor (Artifice 101) had made a list of them for me. I realized afterwards that scum tells were not the best way to go since not everyone agrees on what a scum tell is.
Then I started focusing on asking questions all the time and then I turned into something I didn't like. Currently trying to fix this in my play style.
I believe EP and Eco have nailed it. Since I started playing I have been in at least 2 or 3 games at a time. It's time I slowed things down a little. I plan on doing this after I Moderate my first game.

Yeah, if you read the part after you got replaced, I had your replacement (Wheat_Grinder) claim scum so we could use it for a quick win...and then he stepped away from the computer before he could use it. Oh well, it served to distract the town from my attempt to lynch tezz, which was quickly falling apart on me, and led to our victory in the end.
