All I know is that Visa and MasterCard don't allow surcharges. American Express might allow surcharges, but only if the establishment does NOT accept the other two cards.

I don't think I've ever seen this practice. I will be sure to check next time I am at the pump.
I think you aren't allowed to charge more for credit card payments, but you can charge LESS for cash.
Most small businesses and mom-and-pop shops break that rule anyway.
Pretty sure that is illegal, unless Wisconsin has a different state law about it or something.

According to Visa, it's illegal in 10 states to charge a "service charge" for using a credit card.
The "cash discount", which is no different in the end than a credit extra charge, may or may not skirt that law, but either way, your merchant contract prohibits it, at least the ones I have seen.

The CARD act actually changed a lot of the rules on this. Merchant agreements that forbid merchants from giving a discount for cash have been declared illegal (although I don't think this takes effect until like 2014).
In many states Gas has an exception because the margins are so small.

Visa has also been on record for saying that stores shouldn't ask for ID when taking cards, and should just accept them regardless of if they might be stolen. And if a card says "ask for ID" on the back in leiu of a signature, we csimply weren't supposed to take it. (We got a memo on this when I worked at Gamestop) So really, I don't put too much stock in their "policies".
Anyway, I think we've derailed this off onto a related tangent long enough, eh? As for Paypal, people are always going to find workarounds, and I never really understood the point of trying to close them off.
Edit: My misunderstanding was that the specific use of the word surcharge in sales thread was the issue, not so much that money be collected to offset additional expenses incurred by the seller.
I don't understand the difference between selling on this site and on eBay if I cannot dictate how I wish to have my products paid for by using this site.

That said, if the issue is merely semantics (in nature) and the additional cost to me can be offset "arbitrarily" elsewhere (additional cost to cards, shipping "costs," pay-per-click buttons in my avatar), I guess there's no real issue with the latter sales problem and that clears up any difficulty I previously had and hopefully for anyone else who saw the same dilemma in banning "Surcharges" on sales.

You get charged by ebay for the sale AND paypal for the transaction. It's cheaper here to sell stuff.

Yeah. I thought that was clear. Ebay (usually) charges a listing fee as well as a varying and ever increasing percentage of your closing price. Paypal and Ebay, while under the same ownership are two separate entities and charge for separate services.
I do agree people will probably just overcharge for shipping now though.
why do you think it costs 10 dollars to ship a 2 dollar item. by the time they pay ebay fee's, paypal fees and everything else that 2 dollar item is worth maybe 1 if that. hence they make their money on shipping.

They do say that cash discounts are ok, but that doesn't mean that the contract they signed doesn't forbid it.
