I have been altering cards for about a year on and off. I just started altering again real heavily trying to improve my techniques. I seen a Klug alter of a non foil jace and he added a silver iridescent paint of some sort that gave a really amazing effect. Does anyone know what he could have used? or is it just witchcraft? i suspect thats how he does most of his alters.. Also any tips on altering or cool techniques? also does anyone know how liquitex basics acrylics stack up to golden fluid acrylics? I use golden because i hate the chalky look of cheaper paints. I'm not sure which alter of Klug's you're referring to, so take my advice or leave it.
Some alterists have applied gold/silver leaf to their alters for some cool effects. Yawg07 did it with a Sensei's Divining Top and you can find it on google image search, alongside another impressive SDT alter which is almost completely gold leaf.
Also, alterists have used the foil pictures from foil cards and transferred parts of them onto other cards to create cool effects. Check out Bigup's alters if you haven't already.
I believe the silver iridescence you speak of is actually the foiling of the card itself. Klug mentions that he "didn't want to cover all the foil" in the article.

I agree, it is most likely a trick of the light and does not look exactly that way irl. My guess is that there are small grooves and other minor physical damages causing the effect.
As you can see attached, this soldier looks cool in real life, but is not disco style as the snapshot appears:
