Whenever a player casts a spell that counters a spell that has been cast or a player casts a spell that enters the battlefield with counters, that player may counter the next spell cast or put an additional counter on a permanent that is on the battlefield.
With the m10 vocabulary changes, it's just not the same.

Should you NOT spend the G mana added to your mana pool the mana shall be emptied from your pool at the end of the phase whether it is your untap, upkeep, draw, main phase 1, attack phase, defend phase, combat phase, main phase 2, End phase, or any additional phases that may be introduced in your turn which means it does not cary over to another turn unless a card says that your mana pool does not empty in which case the G shall remain in your pool untill you decide to spend it on a spell or the afformentioned card is destroyed thusly emptying your manapool on the end of the next step whether it be yours or your opponents, though this will no longer cause what is known as "mana burn" because the rule that states unused mana shall be emptied and deal 1 damage for each mana emptied from the pool has been revoked since core set M10 came out which is not to be confused with 10th Edition which is identified with an X whilst M10 is Identified with an M10. If this mana is used on a spell that does not resolve due to a counter ability the mana is still used and has no way of being "reused" though you may however produce more mana from Llanowar elves at any time by tapping once again for more mana provided Llanowar elves is on the battlefield and untapped. It may be tapped at any time and cannot be stopped from putting the mana into your mana pool because it is known as a "mana ability" though Llanowar elves may be killed in response to the tap leaving you with one less creature but still providing the mana in which case you may just use it to cast another Llanowar elves however this Llanowar elves will now have summoning sickness and not be able to be tapped for mana untill it passes through one of your upkeeps. The other option here is to use the mana on a regenerate provided your Llanowar elves is being destroyed by damage or an effect that doesn't say "this creature cannot be regenerated" in which case you would not be able to regenerate and this will not save Llanowar elves from negative toughness stats that last through due to regenerate only removing damage. Once you tap Llanowar elves you must wait untill your untap phase to untap Llanowar elves unless you have a card that says "Untap target creature" or "Untap Target permanent" in which case you may untap Llanowar elves at another time in order to tap him to add another mana or if you want to tap him to attack unless you've given him vigilance in which case he will not tap to attack, instead you can attack with him and then use him to gain mana however having vigilance will not let you use him to gain mana and THEN attack, he must attack while untapped, vigilance only prevents the creature from tapping in order to attack. Using Llanowar elves to attack however can lead to it being blocked but once damage hits it no longer uses the stack which is another rule changed in M10, once again not to be confused with 10th Edition. So if you want to use said mana on something to tap him for mana provided he has the vigilance to attack with out being tapped then you must use it once blockers are declared before damage happens otherwise your Llanowar elves will go to the graveyard before you get a chance to use it for mana. But if your Llanowar elves goes to the graveyard you may bring it back however there are very few green spells to bring things back to life so you may want to try combining your deck with black or white in order to bring Llanowar elves. If you do bring Llanowar elves back from the grave then he will still have summoning sickness meaning that he cannot be tapped untill he goes through one of your upkeeps or if you can give him haste in which case he will not be given summoning sickness and instead can attack right away however if he has vigilance and not haste he may not still attack because attacking is an action that can only be done with out summoning sickness, taking away the tap affect does not mean he no longer has to wait to attack. Though if he had another ability that did not require tapping Llanowar elves to use then you could use that regardless of summoning sickness. Though if tapping is part of the effect not part of the cost Llanowar elves may be tapped even if it has summoning sickness though if tapped for another reason it doesn't also use its ability to add G to your mana pool. Thusly you must choose to tap Llanowar elves for either a green mana, to attack or to some other spell but if a spell is targeting Llanowar elves to tap it you may tap Llanowar elves in response to gain the mana still before the spell resolves due to Llanowar elves activated ability being instant speed. If for some reason you can only activate abilities at sorcery speed then you would not be allowed to cast this ability untill all spells on the stack have resolved and thusly Llanowar elves would become tapped and then you would get the chance to tap Llanowar Elves, however Llanoward elves would already be tapped making it impossible to use Llanowar Elves ability that requires him to tap in order to use it, Atleast untill the next turn when Llanowar elves would become untapped once again due to being through the untap phase which comes at the beginning of your turn before the upkeep phase which is prior to the draw phase. Which means you can tap llanowar elves again for a mana to pay an upkeep or play an instant speed card during your upkeep phase. Whenever a player casts a spell that counters a spell that has been cast or a player casts a spell that enters the battlefield with counters, that player may counter the next spell cast or put an additional counter on a permanent that is on the battlefield.

T: Add 1 G to your mana pool. (This mana is G only, it is not combined with R, B, U, or W, and forms no combination of GW, GR, GB, GU, GUB, GWB, GBR, GUW, GRW, GUR, GURW, GURB, GUWB, GWBR, OR GWBRU,which means it cannot be spent to pay anything but the green mana or colorless mana it takes to cast the spell. Once this mana is spent it leaves the mana pool to play the spell leaving your mana pool with one less G Mana in your mana pool. If you have more than One G mana in your mana pool and you only spend One G mana to play the spell then you will have more G mana to play additional spells which you may play after your first spell has resolved PROVIDED that the spell is not an instant, in which case it may be played while the 1st spell is on the stack prior to resolution provided your opponent's priority is up, but otherwise the spell will resolve then you may play any other spells but also only if it's still your main phase in which case if it is not refer to previous paragraph sighting that it must be an instant speed spell. Should you NOT spend the G mana added to your mana pool the mana shall be emptied from your pool at the end of the phase whether it is your untap, upkeep, draw, main phase 1, attack phase, defend phase, combat phase, main phase 2, End phase, or any additional phases that may be introduced in your turn which means it does not cary over to another turn unless a card says that your mana pool does not empty in which case the G shall remain in your pool untill you decide to spend it on a spell or the afformentioned card is destroyed thusly emptying your manapool on the end of the next step whether it be yours or your opponents, though this will no longer cause what is known as "mana burn" because the rule that states unused mana shall be emptied and deal 1 damage for each mana emptied from the pool has been revoked since core set M10 came out which is not to be confused with 10th Edition which is identified with an X whilst M10 is Identified with an M10. If this mana is used on a spell that does not resolve due to a counter ability the mana is still used and has no way of being "reused" though you may however produce more mana from Llanowar elves at any time by tapping once again for more mana provided Llanowar elves is on the battlefield and untapped. It may be tapped at any time and cannot be stopped from putting the mana into your mana pool because it is known as a "mana ability" though Llanowar elves may be killed in response to the tap leaving you with one less creature but still providing the mana in which case you may just use it to cast another Llanowar elves however this Llanowar elves will now have summoning sickness and not be able to be tapped for mana untill it passes through one of your upkeeps. The other option here is to use the mana on a regenerate provided your Llanowar elves is being destroyed by damage or an effect that doesn't say "this creature cannot be regenerated" in which case you would not be able to regenerate and this will not save Llanowar elves from negative toughness stats that last through due to regenerate only removing damage. Once you tap Llanowar elves you must wait untill your untap phase to untap Llanowar elves unless you have a card that says "Untap target creature" or "Untap Target permanent" in which case you may untap Llanowar elves at another time in order to tap him to add another mana or if you want to tap him to attack unless you've given him vigilance in which case he will not tap to attack, instead you can attack with him and then use him to gain mana however having vigilance will not let you use him to gain mana and THEN attack, he must attack while untapped, vigilance only prevents the creature from tapping in order to attack. Using Llanowar elves to attack however can lead to it being blocked but once damage hits it no longer uses the stack which is another rule changed in M10, once again not to be confused with 10th Edition. So if you want to use said mana on something to tap him for mana provided he has the vigilance to attack with out being tapped then you must use it once blockers are declared before damage happens otherwise your Llanowar elves will go to the graveyard before you get a chance to use it for mana. But if your Llanowar elves goes to the graveyard you may bring it back however there are very few green spells to bring things back to life so you may want to try combining your deck with black or white in order to bring Llanowar elves. If you do bring Llanowar elves back from the grave then he will still have summoning sickness meaning that he cannot be tapped untill he goes through one of your upkeeps or if you can give him haste in which case he will not be given summoning sickness and instead can attack right away however if he has vigilance and not haste he may not still attack because attacking is an action that can only be done with out summoning sickness, taking away the tap affect does not mean he no longer has to wait to attack. Though if he had another ability that did not require tapping Llanowar elves to use then you could use that regardless of summoning sickness. Though if tapping is part of the effect not part of the cost Llanowar elves may be tapped even if it has summoning sickness though if tapped for another reason it doesn't also use its ability to add G to your mana pool. Thusly you must choose to tap Llanowar elves for either a green mana, to attack or to some other spell but if a spell is targeting Llanowar elves to tap it you may tap Llanowar elves in response to gain the mana still before the spell resolves due to Llanowar elves activated ability being instant speed. If for some reason you can only activate abilities at sorcery speed then you would not be allowed to cast this ability untill all spells on the stack have resolved and thusly Llanowar elves would become tapped and then you would get the chance to tap Llanowar Elves, however Llanoward elves would already be tapped making it impossible to use Llanowar Elves ability that requires him to tap in order to use it, Atleast untill the next turn when Llanowar elves would become untapped once again due to being through the untap phase which comes at the beginning of your turn before the upkeep phase which is prior to the draw phase. Which means you can tap llanowar elves again for a mana to pay an upkeep or play an instant speed card during your upkeep phase.
