As usual: I don't know. Isn't 'hustling' a synonym for being busy? And maybe 'held back' could translate into 'to hustle someone' (to shove/push somebody).
Some cryptic crosswords would try to clue things like "ESE" by saying "direction", but I feel that's a bit too difficult, so I decided to explicitly list two cities to clue the direction to make it more fair.
