Kind of. The first half is true, but the second half only really affect NKs. Cop shots would work really... odd if they were able to see the hider behind the hidee.

No, it basically doubles the amount of power out there. So if a cop used a cop on that player, then there'd be both a cop plus the absorber-cop. The absorbed power is always one-shot.
Vote thief... steals someone else's vote? Do they have to claim their power in order to use the second vote?
They didn't get the vote. They just silenced the other's vote. So say I used it on you, you wouldn't get to vote (and you'd be notified at start of day that you couldn't).
Doctor, bulletproof both obvious. Mason again. Roleblocker obvious.
Sensor? Is that a cop?
Sensor is like Fact or Fiction. So there's Players A, B, C, D, E, F and G on a lynch. The sensor uses his (one) shot. Then he'd receive a reply that X players on the lynch are mafia. If it's 1, then you have to find the 1 mafia in those 7 players (or the 2 mafia in the other 5!).
Mass roleblocker? How does that one work? I guess it's one-shot, but does it just stop all powers for an entire night?
Correct, one shot, and it stops ALL other powers except factional kills (SKs and Mafia). For Order of Operations, Mass role-block comes before other role-blocks.
For Paranoid, do they still get killed if a NK/Vig/Serial Killer comes after them? Obviously the killer gets killed, but does the kill still go through?
Also, if there's a jailer (roleblock + doc), would they be able to safely jail a paranoid?
