Notorious Throng is too expensive to cast, and is only good at 3U if you're already winning (dealt 5 or more damage with flyers this turn).
The time walk is always nice, but at 5U, there are actually better things you can do (Cryptic Command and Oona's Prowler come to mind.)
Without Scion of Oona, the deck is terrible.
Try to build what I told Niv to build, if you can. Otherwise check out the thread I posted last time, instead of just ignoring good advice people give you. The individual swaps would take ages to type. At least your mana base is pretty good. For that:

Minimize CIP lands if you can.
Also play River of Tears and Desert if you can get them. Mutavault is always an option if you can't get the above lands, but I wouldn't force them into the deck just because you want UUU for Cryptic Command and Faerie Conclave's flying is extremely important.
Alright. I said already, Scion of Oona is too expensive. I can't afford 12 dollar rares. Secluded Glen is also rare and probably too expensive for me to put in. I have already gone to my maximum with this deck, so if you tell me to add a 10 dollar card, also tell me to take out ten dollars worth of cards.

I can get this deck, or I can go to a Friday Night Magic Draft Tournament and have money left over. It would be my first tournament ever, but if i went, I wouldn't have money to get a faerie deck. Signals? What signals? And what is the signal for "rogues coming"? Also, are all FNM drafts MMM or are they LLM or LMM or LLL? No, they are "tempo" gaining cards. I don't like to play them because of the inherent card disadvantage, but some people (heavy aggro drafters) love them, and for their playing style, they are effective.

Don't "put in whatever helpful" cards you can. You should always draft with a final plan in mind. Whether you eventually build around that plan is another story, but you often want to know what you're aiming for, so as not to get distracted by cards that you want to draft, but can't really afford to play.
I got land-flooded matches one and three, and land-screwed in the games I lost in matches two and four.
