Unexpected Torsion: Weird. Definitely a metagame dependent card. Funny in a mox vs. mox situation I'd imagine.
Coy Soubrette: Not exactly a comedic card like the namesake should suggest. Might be balanced.
Jace's True Initials: Should be an enchantment. I do like quirky effects of this type though.
Meticulosity Planned: Sounds like a noun, not an adjective (though i can see the dictionaries of the internet don't all agree with me [some do though]). Weird card.
Syllepsis: I don't think this word makes for good card material. Fair effect though.
Cabal Psychiatry: ...Surely a deck out there suddenly rejoices. Base mana cost should be 1 higher.
Redundant Sycophant: How is this redundant exactly?
Esquamulose Dragon: Not sure why lacking scales means this gets sacrificed when hit. Also, where's the P/T?
Insouciant Gossip: Neat effect. I guess insouciant works. Maybe.
Total Fracas: Your wording doesn't actually work, but I understand what it wants to do, and I think it's fair.
Chlorophyll Boost: Full Moon's Rise suggests this should either cost less or have a neat tribal benefit attached to it.
Deteriorating Slime: remove any or all? Potent card, and has high potential for destruction with Fading over Vanishing. Probably should be remove A fade counter.
Gaea's Dulcimer: Strange card, potent bonus. Might need to cost 1 more.
Luxuriance: Should not have a lower CMC than Boundless Realms, especially considering how godly this would be in the Commander format.
Spitting Gladiolus: A spitting plant ought not to have reach but instead be able to ping flyers.
Canonical Law: 2 effects to costly for their base cost (one especially so), and not too bad entwined. Card name doesn't seem to fit though.
