Yea, but you can play it any time you could play an instant or mana ability, err... plus it can't be countered by spells or abilities, umm... not even by stifle, and err... I don't know, it is a pretty crappy replacement effect compared to the others.
I think the black effect should be the green one: "If a creature you control would be destroyed, you may pay G and reveal ~ from your hand instead. If you do, put ~ into play."
"If a creature you control would deal damage to a player and CARDNAME is in your hand, you may prevent that damage. If you do, put CARDNAME into play."
This is an unnecesary re-wording. They work just fine as replacement effects, and are actually (imo) less confusing that way.

Not really free. You would have to be going second, and you would lose a draw. That can be quite a disadvantage. Adding a mana cost gives you a horrible Savannah Lions (which aren't all that good, anyway), and even blue's creatures shouldn't be that bad.

I'm not quite sure that an anti creature kill ability belongs in black. I would actually think this would fit in green (along the lines of Genesis), or white. This opens up lots of design space, more cards brewing...

This isn't all that good, for being in the weenie color. It should probably not replace the lifegain, and/or lose the mana cost.

What, not even blue would get a 2/1 for 1U? Anything with that kind of mana efficiency would just suck? See: Coral Eel, Coral Merfolk.
Adding a mana cost just makes it as good as those cards, and one turn faster.
