Goblin Contractor = Stronghold Gambit on legs. Nice. How about "Goblin Advisor" for the creature type? "Advisor" has been used before on a handful of creatures. Though I think "Bureucrat" was on a card in Homelands or something wasn't it? Anyway, the ability needs a little rewording, since you can't put instants or sorceries into play.
Noisy Padfoot = This thing is weird. It becomes twice the size of the cmc right? Since it's an X/X *and* it gets X +1/+1 counters. I assume if your opponent hasn't played a spell yet then it's a 0/0. Reminiscent of Veiled Sentry, but I like it better in green.
Opportunism = A little confusing, but I really like it! You might want to add some reminder text to clarify what happens when there is a tie.
Okay...the first one is easily breakable, i.e. if your opponent has no cards in hand, and I'm not sure how to fix it.
The second one is kinda cool, but clunky in its wording. I think a better wording might be:

The third one is also confusing, and needs a better title.
Wording fix: At the end of each turn, the player that lost control of the least number of permanents that turn may draw a card. If there is a tie, neither player draws a card
Cool card ideas, though.
