Destroy any number of target creatures. They cannot be regenerated. For each creature destroyed this way, that creature's controller loses 1 life.
The "any number of target creatures" is weird. Why not just "All creatures your opponents control"? Isn't that what it is basically going to end up being used as?
It would probably be better as a simple Wrath, for 4BB or 5BB, "Destroy all creatures. They can't be regenerated. For each creature destroyed this way, that creature's controller loses 1 life."
The any number of target creatures is interesting, but I think it needs to be executed differently. I say, for 4WW or 5WW, "Destroy any number of target creatures. They can't be regenerated. For each creature destroyed this way, that creature's controller gains 3 life."

That is broken! I guess the mana cost balances it somewhat but tooth can get that mana on turn 4 or 5 so it is not that hard. It is a very good card.
Plague Wind sees almost no competitive play, and Tooth and Nail has shown that it has no problems playing 9 mana sorceries.
At EIGHT mana, the card is fine as it is. Compare to Rain of Daggers, which costs you 2 life per creature, but doesn't target. It only costs SIX mana.
So what DOES 8 mana get you? It gets you Overwhelming Forces and Decree of Pain, the former destroys all your opponents creatures without costing you any life and also draws you a card for each creature destroyed, while the latter is a Wrath of God with the card bonus intact.
The proposed card is FAR from broken - it's a watered down version of existing cards that can hardly be considered broken.
I like it. It's a Decree of Pain but instead of drawing you more sauce it helps kill the opponents. It's great for multiplayer when you want to sweep everyone else's board. However I don't think you can cost it less than Plague wind since it's Plague Wind AND an additional ability. Probably more along the lines of 8BB honestly.
