Had this idea after drawing a Flashfreeze against an opponent who had all his relevant cards already on the field - modal hosers!
Will of the Cunning - 2U

Choose one — Counter target red or green spell; or return target red or green permanent to its owner’s hand.
Scheme of the Bold - 1B
Sorcery
Choose one — Destroy target green or white creature; or look at target player’s hand, choose a green or white card from it, then that player discards that card.
Whim of the Eager - 2R
Sorcery
Choose one — Whim of the Eager deals 3 damage to each blue and/or white creature; or destroy target land if it’s a Plains or an Island.
For the white one, I thought of something a little different:
Soul of the Just - 2W
Creature — Spirit
When Soul of the Just enters the battlefield, choose one — Exile target black or red permanent; or Soul of the Just gains protection from black and from red. (This effect doesn’t end at end of turn.)

Finally, green. It was by far the hardest one to come up with, but I'm pretty happy with where I ended up.

When I read the thread title I assumed the modes would each deal with a different color, i.e. the blue one would counter a red spell or bounce a green creature. I like that idea better than the way you did it.
When I read the thread title I thought the cards were going to hose modal cards. A hilarious idea indeed.

Not really sure what color that would be...
As for the OP, I like luminum's idea a little bit more. It makes the cards simpler while allowing for some creative designs. For instance, take luminum's example card. Green's more likely to have creatures and red is more likely to cast spells , so the two halves make sense and make the card just a little more interesting. Otherwise, you're left with what feels like two hoser cards just stapled together.

I like this idea too, though it was kind of already done in Shadowmoor (Consign to Dream and the rest of that cycle).
@luminum, @MOON-E - The problem with each mode hosing one color is that would lend itself to the frustrating moments that inspired me to design the cards in the first place. For example, they are playing a game-winning green spell, and my card only counters red spells; or they have a red bomb in play, while my card only bounces green permanents.
Still, I think some of the cards could work nicely that way. The red one, for example - the first ability is definitely more of a white hoser, while the second is more likely to hose blue.
@Oculus - That is a cool idea, too, and to be honest I didn't even remember Consign to Dream and friends.
@MOON-E - You know, One-Track Mind would actually work in a block like the original Mirrodin, with ubiquitous entwine stuff like Tooth and Nail. As for the color, it would have to be white, no doubt; taking away options is definitely something reminiscent of totalitarian Communist governments, and those are white-alligned.
"Players can't choose modes", or however that would be worded, reminds me of Stabilizer. Both cycling and modal spells are spread pretty evenly through all colors. The best place for hosing modal spells likewise would be a colorless artifact.

Against a nonred nongreen deck you would always use the first mode, but against a red or green deck there are reasons to play both modes.
