Damage dealt by this spell can't be prevented. Creatures dealt damage by this spell lose indestructible until the end of the turn. If a creature dealt damage by this spell would die this turn, exile it instead.
Pray for Salvation is nice. It's very strong, but the triple white makes it harder to abuse.
Regarding Boundless Oppression, I'm not sure how I feel about emblems being created by nonplaneswalker spells. At the bare minimum this I feel should be mythic and perhaps the emblem should be legendary. Alternatively perhaps you don't need an emblem with this ability and instead could say "For the rest of the game spells cost 2 more to cast and the beginning of your upkeep, each opponent loses 1 life and you gain 1 life." (think Stigma Lasher). Is this possible.
The reason why I chose emblems is that I want the effect to the cumulative in a way that doesn't cause memory issues. Stigma Lasher's effect isn't very complicated, as it doesn't involve triggers and doesn't stack. Since Epic spells are the precursor to emblem-based ultimates, I thought it appropriate to bring it full circle. The other option would be to use counters, but those can be interacted with and allow for acceleration via proliferate.

Strictly speaking, Emblems can't be Legendary since they aren't permanents.
113.5. An emblem is neither a card nor a permanent. Emblem isn’t a card type.
704.5k If a player controls two or more legendary permanents with the same name, that player chooses one of them, and the rest are put into their owners’ graveyards. This is called the “legend rule.”
