Evil Planner Artifact - Contraption
Whenever you crank Evil Planner, put a plan counter on it for each other permanent you control with a League of Dastardly Doom watermark. Then, if there are six or more plan counters on Evil Planner, sacrifice it. If you do, you may choose a Scheme card you own from outside of the game and set it into motion.
Watermark: League of Dastardly Doom To-do:
1. Water plants
2. Mow lawn
3. Buy groceries
4. UNLEASH MY CRUSHING MASTERSTROKE
Good job on making one that we won't see in Unstable. Though my secret hope is that we get some cards that care in some weird way about oversized card - maybe as subset of a group of cards.
I'm not a fan of also caring about watermarks here, but it's not a dealbreaker. I would remove the "other" though, so the card can work outside a dedicated deck - at least in theory with a eighteen turn clock. (sixteen, I know)
If it can give itself at least one counter you can try to abuse it with proliferate effects rather than playing into the watermarks and I don't see much of a problem with that.
Does it need to sacrifice itself? Unless there is a Contraption that moves the Crank counter more quickly, you get your next free scheme only three turns later. That seems okay after putting effort into the first one already.

Whenever you crank ~, if its the first time you crank a permanent named ~ this turn, move the CRANK! counter to your next sprocket and crank any number of that sprocket's Contraptions.
