Other blue creatures you control can't block. He's supposed to be on guard duty.

Serra's Anointed should be an uncommon or a rare, not a common. It has some unconventional text, can be a bit of a blow out, and features CMC which is usually done at higher rarities. Also, faerie angel archer? That's a rather odd combination in MTG terms at least.
Reach in white is very unusual, especially at common. More reason to move it up to uncommon or rare.
Dreaded Judge might want to not hit mana abilities, as in 'Activated abilities of creatures can't be activated unless they're mana abilities'.
Merfolk Security Guard should be a 4/5 with 'Other blue creatures you control get +1/+0 and can't block'. Shorter, simpler, less confusing.
Stopping your creatures from blocking for the sake of an aggressive creature strategy isn't really a blue thing so much as black and red.
EDIT: I would recommend giving Merfolk Security Guard 'can block an addition creature each combat' or 'can block any number of creatures' to help play up the security guard idea and make it less aggressive and more blue.
