Pirate's Chest was inspired by Dragon's Hoard. Originally it was Dragon's Hoard for Pirates, but I felt I should be more creative. To start with, Pirate's Chest costs 1, ideal for the cheaper, more aggressive Pirate tribe. Secondly, it doesn't produce mana on its own, but can convert plunder counters into Treasure tokens. Thirdly, it lets you spend plunder counters to impulse draw.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I prefer to use tap effects on noncreature, non-Equipment artifacts. And saboteur effects feel way too winmore. But it would be nice to be able to cash in the Chest for a card once it's run out of plunder counters, so how about cycling from play?

That aside, I think it would work better as a sabatuer effect to get the plunder. Then maybe don't tap to get the treasure?
