An obvious reference to internet culture, Ignore List puts a permanent on hiatus at default, but also has other application such as Pestilence, since Ignore List doesn’t protect players from the permanent, allowing Pestilence and similar cards to become a direct damage source.
Flavor wise, Ignore List isn’t just about internet, but also about school/office bullying. A person on an ignore list isn’t dead, people just look away from him/her, at best it’s a troll neglected, at worst it’s a bullied child who were intentionally denied, shamed, deprived of social status, therefore the "can't be sacrificed" clause.

I can see what you're trying to do with the flavor, but, at the end of the day, this is a variation on Pacifism that doesn't even try to connect to black or red on a mechanical level. Not only are damage prevention and anti-sacrifice effects something white can do by itself, but they are directly antithetical to what red and black do, respectively.

You are correct, it could've been pure white. When I made the card I was imagining the negative impact of a real world "ignore list", therefore added red/black to it. I forgot that white alone could be malicious and unforgiving on its own. Thank you.
