I just got this cool idea for a Kitsune mage that cares about instants and sorceries.

Instant and sorcery spells you control have lifelink.
Whenever an instant or sorcery spell you control deals damage to one or more players, you may draw a card.
If an instant or sorcery spell you control would deal damage to one or more targets, you may redistribute that damage among any number of targets.

The first effect is one we've seen before on Soulfire Grand Master and to a more limited extent on Firesong and Sunspeaker. The second effect is meant to be a curiosity effect for instants and sorceries. And the third effect is, I believe, the first ever instance of an effect in the game that lets you freely redistribute damage dealt by targeted spells you control as you see fit. Suddenly that Lava Axe can hit five creatures for 1 damage each. Got three opponents? Now your Lightning Bolt can ping each of those players for 1, gaining you three life and drawing you a card in the process.
I also have this less crazy version that does a pretty good job of conveying a Kitsune mage who uses fire magic, I think. This version is nowhere near as crazy and groundbreaking, but it's a lot less wordy, and probably more balanced. She still rewards casting instants and sorceries, but now she's the one with lifelink and a curiosity effect, and casting instants and sorceries serves as a trigger for her foxfire attack.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
That last ability is tricky. Though the main problem is targets. You have a replacement effect that targets but its targets don't have time to be declared. The game can't look into the future and know that a spell will deal damage so you can't declare targets when you cast a spell. Obviously, this is easily fixed by removing the target on the redirection, though I don't know how to go about wording that without target.
I strongly prefer the first version for its first two abilities, but of course, it's the third ability that gives the card the most power... and the first version doesn't really work as far as I can understand. Let's pretend it does, though: I also really don't like how it can allow you to retarget damage from only one type of target to other types, such as the first example you give. Shivan Meteor is now thirteen to the dome without needing Stuffy Doll (in multiplayer, this means you don't have to worry about choosing only one person to hit with it). Like, this is one of those things a lot of people would miss and be completely blindsided by.
The other version's trigger actually works and is a better ability. Considering the stats and everything else (and how relatively cheap "instants and sorcery spells you control have lifelink" seems like it is, cf. SfGM), the power level is probably okay. My brain was going "nah for limited that's overbearing" but I'm not 100% sure that's actually the case.
I could change the second version to say "one or more players". That way she can only ever cantrip one card at a time off any instant or sorcery.
