Sari is from Kaladesh, which featured the Fabricate mechanic. Thus, she interacts with counters and tokens, two of the major subthemes of the Elf tribal deck. Her design is similar to Ghave, Guru of Spores, but she works with a larger variety of counters and tokens. +1/+1, -1/-1, charge, time, energy, poison, Clues, Treasure, etc.

Whenever ~ becomes tapped, create a 1/1 green Elf Warrior creature token. 4, T, Sacrifice a nontoken creature: Put a +1/+1 counter on Myczil and draw a card.

Myczil is the son of Fonn Zunich, a half-Silhana Elf from Selesnya, and Jarad Vod Savo, a Devkarin Elf from Golgari. Thus, I thought it would be appropriate for him to play well with both his parents' guilds. His tap trigger creates Elf tokens for Convoke and Populate similar to how Emmara, Soul of the Accord creates Soldiers, and his sac ability enables Dredge, Scavenge, and Undergrowth. Quite handily, those mechanics play into the deck's subthemes. His sac ability is limited to nontoken creatures, otherwise his tap ability might as well read "T: Put a +1/+1 counter on ~ and draw a card." His tap ability still triggers his token creating ability, effectively replacing the creature you just sacrificed.
I also have an Emmara subcommander for the deck, as the original is just not a good card and the second doesn't gel with an Elf tribal deck.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. No Mercy is an interesting effect on royalty, but that +1/+1 bonus on the eminence ability really didn't take much effort.
It's also striking that the mana ability really is at odds with the free Elves ability. I don't even know why those free Elves are there. They just heap on top of the already potent effect the triggered ability provides. There is certainly tension between the "go wide" or "go tall" sentiments here.
Fun fact: You need to use those mana abilities before casting the Queen if you want to use them, because eminence does not work from the stack. Or actually that's an un-fun fact. I'd argue against using the granting of mana abilities as part of your static eminence ability before someone uses Mana Leak to ruin someone's day.

The idea was that the Queen makes your Elves better at both attacking and tapping for mana. The mana ability being granted by Eminence allows your Elves to color fix and ramp into Taladriel.

The Elf tribal deck itself isn't particularly focused on lifegain, but Emmara has a built-in source of lifegain, as do the tokens she creates. Although, it would probably be easier to support a lifegain subtheme in a WBG Elf tribal deck than a graveyard subtheme, as a graveyard subtheme mainly leans toward BG. My current version of Taladriel provides lifegain as well. Counters, tokens, and lifegain, then?

That's not the design I expected to see after writing that the No Mercy-effect is fitting, but the mana ability granting has rules/complexity issues. In direct comparison I can say I still like the No Mercy more thematically. It's also nice to have a nontribal ability in addition to the eminence ability to give the commander an additional dimension, so this seems like a step backwards.
Since you mention that Elves already like to get tapped (for attacking, activating abilities etc.), how about you make that new tribal ability (or something based on it) the eminence ability - if it's straight up too much, you can always tack on a mana cost. "Elves you control have extort." does feel unseelie.

The effects definitely lean more towards white and black now. Throne of the God-Pharaoh was the inspiration for the "kneeling creatures drain life" effect, so making it the eminence effect shouldn't be too problematic. Then you have the No Mercy punisher that cheats an Elf onto the battlefield tapped, thereby synergizing with the Eminence ability.
I was going to give her the line "Elves you control have protection from non-Elf creatures", but I'm thinking I could save that for another card.
Ooh, another idea: What if Taladriel grants a keyword to Elves you control as part of a new Eminence theme?
