This is a Planar Chaos-style alternate version of Maraxus of Keld, where instead of being a brutal aggressor, he's a brutal suppressor, enforcing the law with an iron fist.

Where the original Maraxus cared about untapped permanents you control, this white Maraxus cares about tapped permanents your opponents control. They tap creatures to attack? Maraxus gets bigger. They tap artifacts and lands for mana? Maraxus gets bigger. You tap their stuff down with lawkeepers and restraints? Maraxus gets bigger.
Of course, this Maraxus does feature an extra ability to help him suppress the opposition; whenever he attacks, he taps up to two target artifacts and/or creatures the defending player controls, granting himself +2/+2 in the process. Your opponent will need either at least three creatures to even block Maraxus, or they'll need creatures with hexproof, shroud, or protection from white. Untap effects help too, of course.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

This card seems way too powerful. In most cases he's at least a 3/3 that taps down two creatures whenever he attacks, and most likely he'll be a big/big because your opponent will be tapping stuff to be able to play the game. If you play him on curve and get to attack the turn afterwards, chances are pretty good he'll go unblocked and will be at least a 5/5 from the tapped lands + the creatures your opponent controls, and he helps other creatures swing through unblocked as well.
I think to approach the balance point he needs to fully mirror OG Maraxus' mana cost (IE: 6 CMC), or tap down fewer creatures and only look for tapped creatures, or maybe tapped non-land permanents.
