So I've been thinking of solutions to having planeswalkers as commanders without causing a massive rules change or banning planeswalkers like Narset, parter of veils and Sorin Markhov. So here are two solutions that I wanted to see what people thought or if they even work the way I want lol. Both version work with every planeswalker but flip walkers in which only 2 can't be your commander anyway.
Oko (pre ignited spark version) 3U
Legendary Creature - Faerie Shapeshifter
If Oko is your commander you may start the game with a planeswalker in your command zone.
Oko is the colors of that planeswalker in addition to its other colors.
At the beginning of your upkeep if you control a copy of another permanent you may exile Oko and return it to the battlefield as a copy of a planeswalker in your command zone or on the battlefield.

Planeswalker - Oko
If Oko is your commander you begin the game with another planewalker in your command zone. Oko has the colors and subtype of that planeswalker. You may activate the loyalty abilities of Oko twice each turn rather than only once.
0: Oko gains the abilities of a planeswalker in your command zone or a planeswalker on the battlefield until end of turn.

I gave both versions weaknesses to make them fair with the before mentioned Sorin and Narset. I don't know if the Oko has the colors text makes it viable for commander, maybe he should just cost WUBRG but then I feel like instead of building around a specific walker it would devolve into 5 color good stuff or just sraight up superfriends. Both are kind of wordy, on Magic set editor the pre spark is 9 lines of texts and the planeswalker version has 8 so if there are less wordy ways to make it work let me know.
Edit: changed the planeswalker -1 to 0 because I didn't see him getting very far otherwise.

Interesting idea but there are a few drawbacks.
1) you can only use blue PWs thanks to oko's color identity.
2) his PW version is busted.
3) his cost is unfair. I mean even if you could cast any color commander you wanted in this way. 3U for one of the bolas commanders is pretty broken.
Find a way to allow mm ore than just blue, and then we can talk. I mean I like ilthe idea of having a PW in your command zone. I also like the idea of being able to change depending on the the game, without changing your deck.
I would love to brew this guy with you and make him more versatile.
Here is a new Idea that clean up a bit of things.

It really just allows you to play a PW as a commander, while detering people from playing 5 color good stuff.

another option to really make him annoying could be the ability to remove another PW. Maybe from your hand (to minimize damage) giving you a second option to become an different PW than what you were at the start of the game.
I've kind of gone back and forth on it. Because I think it would be cool on flavor to have him able to change form on the fly. Do you think that he should be focused on becoming one walker or just be an awesome superfriends commander? Maybe something similar to Mairsil, the Pretender.

Sorry for the late response. That is an interesting take on it. I think having it a creature helps keep it in check as it opens it up to more removal to keep some of the abusive walkers at bay. I kind of like the idea of it being a presparked oko ust because it's hard to justify a legendary creature possibly being any planeswalker. I think it would need to be some kind of shapeshifter in order for it to make sense if I'm making sense lol.

One thing you may want to consider is what the start of games looks like. A lot of commanders can be built many different ways, but when you sit down and see something like daretti v talrand v meren v golos you have a vague idea of what youre getting into. Whereas Oko would represent 100s of different 'walkers, all being completely different decks. I like the versions you have where its clear from the get-go who the real commander is

I dismantled that deck, and now he is in dragons. (I don't see much use in non tribal though)
