Roil is an additional cost keyword designed primarily for instants and sorceries in a future Zendikar set. While casting a spell with Roil, you may pay all additional costs specified by the Roil keyword and return a land you control to its owner's hand. If you do, the spell's effect will be enhanced in some way.
Roil Wave2UU
Sorcery
Roil 1U(While casting this spell, you may pay an additional 1U and return a land you control to its owner's hand.)
Return all creatures with power 3 or less to their owners' hands. If this spell's roil cost was paid, instead put all creatures with power 3 or less on top of their owners' libraries.
Geyser Flame1R
Sorcery
Roil 1R(While casting this spell, you may pay an additional 1R and return a land you control to its owner's hand.)
~ deals 3 damage to any target. If this spell's roil cost was paid, it deals 5 damage to that target instead.
Artifacts, creatures, and enchantments can also have Roil costs, though these are fewer in number since Landfall already provides permanents with a distinct mechanic. If any creature cards do have Roil, they're most likely Elementals due to Elementals being closely tied to land and spells flavorwise. Roil is focused primarily in blue and red.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Just so I'm certain I'm reading this right, Roil is literally kicker with return a land always stapled on? When riffing on Kicker it's usually better to narrow the effect rather than lock the cost. Kicker's problem was that it is every mechanic, this is the same thing except you've locked a specific cost on in addition to the variable cost. Considering the plane already had kicker it makes it even more suspect to have 'totally not kicker'.
To differentiate it from kicker while keeping a focus on lands you can actually lock the cost down making it just return a land; a change similar to Flashback to Jump-start. That way Zendikar has landfall and sweep two completely opposite mechanics that both care about lands and can feed each other.
The problem with making "bounce a land" the only additional cost is that the spell can only be so much stronger then, especially if it means you also get to use landfall triggers more often. The reason Jump-start works is because you still have to pay mana in addition to discarding the card, as you're getting a second use out of the spell. By adding a mana cost to Roil, there's more choice involved, and more room for variance in the enhanced version of the spell.
Besides, it wouldn't be the first time Zendikar introduced a tweak on Kicker.

Which is part of the problem.
Bouncing a single land certainly is a tweak on sweep that is much more reasonable.
Your templating is incorrect, btw, because the phrase "this spell was cast for its roil cost" implies an alternative cost, while the reminder text speaks of an additional cost.
Maybe that's the solution though. You could make roil an alternative cost (e. g. Geyser Flame becomes 1R with roil cost 2RR). This has multiple benefits:
You no longer walk straight into kicker territory.
You can make commons that are french vanilla with just roil without a change to the effect just for a pure cost reduction.
You can make cards that have a differently colored roil cost and casting cost.
Even while staying in-color, you could vary color intensity e. g. a devotion friendly casting cost, but a roil cost with only a single colored mana symbol.
You can consider hugely decreased roil costs with fun drawbacks.
As with awaken before an alternative cost is actually preferable in just telling the cost they are actually going to actually pay straight - no moment to calculate that Roil Wave with roil cost needs six mana, if you straight up print the six mana cost.
The option you really lose is going the Volver/Battlemage route and putting multiple roil costs on a single card, but those are actually quite wordy and have some design issues, so I don't know you'd even want that.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
The alternative cost route is a lot more appealing. Even if you don't go as varied as suggested it looks significantly less like kicker and is easier to process.
Your original post makes it sound like instants and sorcerys can"t have landfall when the best and most played landfall cards are instants or sorcerys.
Besides, it wouldn't be the first time Zendikar introduced a tweak on Kicker.

Whoops, I forgot to change the templating on Geyser Flame. Corrected.
I actually started out with an alternate cost, but I felt "if this spell's roil cost was paid" was breezier than "if this spell was cast for its roil cost". Plus I thought it would be charming to have a throwback to Kicker since Kicker made its big return on Zendikar, only now it's Kicker with flavor. But I'll try the alternate cost route.

Speaking of french vanilla, I like the idea of creatures with Roil benefits that are otherwise vanilla, like maybe a green bear that enters the battlefield with two additional +1/+1 counters on it if it was cast for its roil cost.

I'm not sure if returning lands as a cost is something you want to do on the level of a mechanic. It's a neat effect for a certain number of cards, but I could see it being kind of annoying as a big thing, especially for newer players. Is this something many people really get excited about?

It's definitely a newbie trap. I can see many players driving themselves into a corner, tempo-wise, in order to get powerful roil abilities.
