I don't know if it would work rules wise, but I thought he could be a solution to make white and Boros agro strategies in commander more viable. I can't decide whether it's broken or completely useless lol.

Well, Triumph of the Hordes is a very good card in commander; this is a permanent but much weaker version.
I would say it's fine, although the wording could be better. I would just say "While (...), combat damage dealt by (...) counts as commander damage dealt by your commander."

Yeah I think your wording is cleaner. I just think that if wizards is going to help mono white it has to be in a way that plays to White's strengths and white usually cares about weenies.
