Really wanted to see if exiling targeted cards could be placed on a card without it feeling too “silver-border-y”. Not sure if I succeeded.
At 5 mana in a 3 colored card it's not very powerful. You'll almost always want to exile cards from their hand so it's basically a 5 mana double thoughtseize.
It should also probably just be opponents and not players.
This doesn't work at all as you imagine. You declare the targets when you cast. Long before anything is revealed so the only viable targets are permanents, cards in graveyards and cards in exile.
I don't like the idea of a card that reveals all hands and libraries. That's gonna be a pain with even looking through it all and note-taking, or playing the rest of the game with it revealed, and would be bad for gameplay with too much public information, even more so than standard with Thoughtseize and Courser of Kruphix was if this card were ever to become meta.
Would something like this work a bit more cleanly?

I just attempted a revision. No more targeting so it actually works as intended and added reminder text that tokens can’t be chosen (which should also signal that other permanents are fair game). Does that work?
There is some ambiguity left but it's probably fine. The main questions are. Why does the caster also reveal? And with the correct play usually being to stone rain twice does this actually accomplish what you want it to? Finally, other than the name why is this blue?
To add a bit of blue and justify the self reveal what about something like.
Each player reveals their hand and library. Choose two cards(tokens aren't cards) and reveal them. Each player shuffles their library. Put the chosen cards on top of their owner's libaray.
This could get away with being Orzhov, and almost even mono-black if you keep the current wording, which still excludes permanents and spells.
Using reminder text to refer to permanents doesn't work because, well, it's too clever. It's clever in the same way that the wordings of certain Hearthstone cards, such as Zephrys, who tells players to "wish for the perfect card," are clever, in that it prioritizes its cleverness over clarity. Magic is a game that overwhelmingly prioritizes clarity to the point that people who write its rules text are willing to create clunky pieces like Syr Konrad, the Grim or every discard-matters card in Amonkhet. Those examples are generally unpopular, especially given how popular clever and ultra-concise wordings are with many custom card creators, but they get the job done.
If you want to keep the card's wording clever, I would expand the reminder text to include spell copies as well, which are non-card entities quite distinct from tokens. If you want a wording that gets the job done, simply expanding the rules text to "Choose up to two cards, nontoken permanents, or noncopy spells and exile them." would suffice. Mentioning spells and making the card an instant also conveniently gives the card a reason to be blue as well.

@user_938036: The caster also reveals as it can choose any card and having the ability to arbitrarily exile cards from your own library that you can't even see is kind of odd and may raise some issues. Admittedly, I could have allowed it to look at cards instead of revealing them (so you aren't giving enemies information) or specified your library + hands and libraries of enemies (as you already have info on your own hand) but this was my attempt to be, as BlazingRagnarok put it, "clever".
