Had an idea for a weird Black/Blue Lich themed card. This is like... the raw form of the card, with bad wording and it needs fixed.

Draw cards equal to your life total, then lose that much life. For the rest of the game, you have no maximum hand size and can't lose the game for having 0 or less life. Whenever you would lose life, discard that many cards. You lose the game if you have zero cards in hand.
Creating permanent effects is a tricky sell. Its been done before but never on such a level as multiple static abilities and a replacement effect. The various effects that last the rest of the game include the city's blessing(which they made a token for), Epic, 2 different you have no max hand, and Stigma Lasher. Each is only a single effect. Your card has 4 different effects that need to be tracked for the rest of the game.
Ignoring all that. This card is simply broken beyond reason. 4 mana is a trivial cost for drawing 15+ cards. Watching games of legacy Ad Nauseam they typically draw less than 15 cards to win. Removing the deckbuilding restriction and making the effect 1 cheaper doesn't seem like a good idea. If you want to keep the draw 15+ attached then this needs to cost at minimum 6 but probably more.
This should really be an enchantment with an ETB ability. Also the rules don't support "When you have no cards in your hand, you lose the game" properly, as it will lose you the game for wheeling, even though if you did the same thing with your life total (set it to 0 then immediately gained life without SBEs being checked) you wouldn't lose.

There is some weirdness there, since the life total check is a state based effect and this card would create a delayed triggered ability. I think making it an "if" trigger means the ability can go on the stack, but if you draw more cards before it had resolved you won't lose, so preventing death from Wheels.
This definitely wants to be an enchantment instead of a sorcery. Maybe give it shroud a la Helix Pinnacle or "Cannot be the target of spells or abilities you control." to prevent shennanigans. It would also be cool as a planeswalker ultimate with emblem:
'Draw cards equal to your life total. You gain an emblem with "You have no maximum hand size", "Whenever you would lose life, discard that many cards instead", and "If you have no cards in hand, you lose the game.'

Not exactly what you were wanting since the trigger to lose the game is with life loss but close and functionally the same.
This current form kind of ruins the force majeure of the game, no?
Where's the fun of putting your whole deck into your hand?
I think it's an appealing notion in theory, but doesn't work well in practice.
Consider maybe something more concentrated, where you're working in concentrated quarters to preserve the tension and force majeure (aspect of challenge/and winning by challenge) of the game.
This current form kind of ruins the force majeure of the game, no?
Lich cards have been a staple of Magic since... Lich... In Alpha.
This iteration is a reasonable twist on the idea of turning other resources into your "life total" as other liches do, and creates a situation where you play the same game in a different way. As much as you talk about the need to push boundaries and shift the paradigm and all that, I'd think this card would be right up your alley.

It doesn't push boundaries, it just cheaply puts your deck into your hand.
You want something more along the lines of Doomsday to preserve the aspect of challenge, and winning by challenge.

None of those currently do anything like that. They artfully net cards from very tight proportions, and/or keep the hand-size proportionate to what it was.
The only one that ascends these boundaries is the Legendary one, Sanctity.
This ability wants to do something similar, and work within a concentrated range of cards/selection.
