I'm not sure the flavor of a dragon that makes baby dragons and how Planeswalking would help that out at all, a parent is kind of rooted? I was gonna make a Sarkhan do this but I don't think he's the parenting type. Still I like the idea of the passive ability being on something more resilient than a creature, but not as resilient as an enchantment.
As written, I just want to play this with a bunch of cheap green or black deathtouchers and wipe my opponent's board on turn 4.
The static ability is way too strong and needs to be limited somehow, either by only granting the ability to certain creature types or by adding a mana cost. R, T would be more balanced but still strong.
The other two abilities are fine but they don't scream "Planeswalker who is a dragon" to me. If you want to play up the "Dragon mom" idea, how about
Perfutora, Den Mother 3RR
Planeswalker - Perfutora
Whenever a Dragon you control dies, Perfutora, Den Mother deals damage to target creature or planeswalker equal to the Dragon's power.
+1: Until the end of turn, up to one target creature you control gets +2/+2, gains flying, and is a Dragon in addition to its other creature types.
-3: Create three 1/1 red Dragon tokens with flying.
I like the design, interesting concept. I think her last ability should make egg tokens that when they die, they become dragons with flying and fire-breathing though. It would be far more flavorful and also a little stronger. See Dragon Egg for reference. There are already a few cards that make these, I believe, but I think it would make her unique.
