Honestly I just wanted a 4 color Pirate legend that let me play Vraska, Relic Seeker with the rest of the pirate gang. Green also opens up some good utility cards to the crew, as well as more Explore. I tried to stick to Ixalan themes, but also made him a spirit just because I like the idea of a ghostly explorer pirate.
Edit: swapped menace for hexproof based on opinions. I feel like it should still be fine.
I don't think it would be that hard to fit green into the flavor of this, as I had thought initially. The card works, isn't incredibly powerful though, could use some extra oomph.
To the original poster, I think that the other response that said it can be buffed a little more is accurate, being a 4/4 for ABCD with not overly strong individual abilities on its own.
Interestingly, Menace is BR, Explore is (primarily) BG, and Treasure is (again, primarily) UR, so a UG ability would be fitting to add. Something like "CARDNAME has hexproof as long as it is tapped." or something. Note I wouldn't go with straight up hexproof just because that would be too strong.
I mean even if I slapped Hexproof onto this, I feel like it wouldn't be over the top. It would probably raise a letter grade on the power scale, but it is still heavily dependent on playing a tribal deck that has relatively mediocre tribal cards.
I just went with Menace because it was the most basic for pirates.
I think his original templating is fine; the whole point is to explore a lot and make a lot of treasures, essentially working to build your pirate shenanigans, whatever they may be. Either way, you have to play pirates to make it all come together, which is fine for these abilities whereas otherwise this card would be way too strong.

I don't like the investigate, and treasure tokens creation on one card. Just too often it creates issues. Like remembering what is what and all that fun. Usually a set deals with one type of counters and one type of tokens for this very reason. It is flavorful however,
Soft hexproof is more of a mono-blue thing than a thing so far and using sof hexproof would add another line of text to the card. While Hexproof is pretty mean, I don't think that it would be too overpowered here.
I think hexproof is fine. Although the card is a very powerful thing that will want to be targeted, it's not backbreaking, and there are plenty of answers to get around Hexproof in EDH anyway. Plus, as a bonus, it fits more with his Ghostly vibes.

Whenever you draw your second card each turn, create a Treasure token.
Exploring gives you clues, which lead you to treasure.

I feel like this should be an artifact (unfortunately Treasure Map is already a card) rather than a legend.
