Morality Shift with a casting restriction. Personally, I might have gone with "Cast this spell only if a graveyard has twenty or more cards in it." or something like that.
I'd rather this have a higher mana cost in general and have less of a conditional restriction, since that can be frustrating to draw this even in the late game and be unlikely to use it.
I like that this works on anyone, unlike Morality Shift. What if it worked on everyone? Or just everyone whose library/graveyard had plus/minus a certain number of cards in it?

This is pretty cool. Like it be known that timmy/johnny cards will be judgerized favorably by me.
This might be a little too crazy, but the cost is fine. I wonder if working on everyone was the right was to go. It is just affected one player (enchanted player?) it wouldn't reduce predictability and strategy so badly.
Every turn will be pretty exciting, at least at first, but the game might slow down quite a bit. And if some players are playing lots of token production they might end up shifting through their entire library without satisfying results.

I entered a card in the DCC that restarted the turn, but that was just a time stop variant, replaying the turn is quite a bit more complicated and probably unworkable most of the time. Memory issues and such junk dontcha know.
You probably realize all that and didn't expect this entry to win. Especially since it doesn't fit the challenge (whatever the challenge might have been).

The flavor is very evocative. This is altogether a great entry. Gives me an idea for future a challenge, "design a something that could have been a futureshifted card from the future sight set."

The "can only be equipped to a cat" is unappealing and limiting. The other side already encourages playing more cats, it doesn't have to be forced.
I like that the transformation mirrors the equipment bonus is a global way. That part actually makes the "can only be equipped to a cat" make sense, since you want the formerly equipped creature to still have the bonus even when the equipment leaps off the becomes a creature.
It's a busy card, though thoughtfully designed. I'd suggest simplifying it more. Raksha the Queen's triggered ability could be cut and the lord ability could affect all creatures you control, not just cats. It wouldn't be a cat lord then, but if you want a cat lord that can be another card?
Coolness factor is high here and there's a lot going for this entry, but overall it's too much.

Oh my goodness, I wasn't even thinking of that! Although I don't know... think of all the cards you could add to a Doran deck if you included Blue and Red. Rhox War Monks, Noble Hierarchs (for blue mana), Lightning Angels!
Zephynoir - Controlling no nongreen permanents is a bit difficult for anyone who wants to play lands, and also conceptually quite odd on a multicolored card. Interesting otherwise, though. B-
Brofaux - Okay, nice Goblin Grenade variant. Can't help but think the costs are actually kind of steep, though. That's four Gobs sacced if you want a Flame Wave. B+
Prophylaxis - Nice finisher, although it has a bit of Alara multicolor syndrome: It does not need to be blue. Also has extreme potential for abuse. B
SushiOtter - This is doing very much of a similar thing to Prophylaxis's card. The flavor makes sense at first, but when you realize the Zombies that were revived stick around after the Day of the Dead is over, fridge logic kicks in. C
pookel - Neither Hanukkah nor mana acceleration are blue. I'd like this more if all of those symbols were :symr:. C-
secrethumorman - As Megiddo pointed out, this is rather a bad Coat of Arms. Also does not need to be all of those colors. C-

SushiOtter - This is doing very much of a similar thing to Prophylaxis's card. The flavor makes sense at first, but when you realize the Zombies that were revived stick around after the Day of the Dead is over, fridge logic kicks in. C
pookel - Neither Hanukkah nor mana acceleration are blue. I'd like this more if all of those symbols were :symr:. C-
secrethumorman - As Megiddo pointed out, this is rather a bad Coat of Arms. Also does not need to be all of those colors. C-
JonFuryZacharias - So, why is this an enchantment if it's a one-time effect? Why is an essentially-random choice and an Edict effect white? Why not just play this without any Eggs in your deck at all in order to avoid the drawback? D
Jace_The_Mind_Sculptor - The flavor is terribly mixed-up: The name is a Christmas reference, but... has to do with Halloween monsters? Also loses points for being such a terribly narrow and hard-to-get-rid-of hoser against particular decks. C
stemranpower - This is pretty amusing. And if you can pay WUBRG five times in succession, you deserve to win immediately, even if you would be able to do it with the 25 power worth of creatures you have. A-
Bertech.dk - How lovely are your branches, etc. My only qualm is that the mana fixing comes at the expense of a very green-heavy cost. B
Eskimo_Rage - This is what we call a flavor home-run. Technically this is a little more multicolored than it is hybrid, mechanically, but the bleed isn't too bad. A-
