Okay. Sorry about being so late, but...feh, you dun want my life story. So here you go.
erikcu - Interesting. Never seen a land do that before. Seems awfully busy, though...remember, there's elegance in brevity. A way to reuse it would have been nice, too. 8/10
ZeDorkSlipeur - Ouch. Neat trick, and I like that it can make a guy for you to block with AND take out an attacker, but...six mana? That seems a wee bit pricey, don't you think? This could have easily been five mana, or even four mana with a heavy white commitment. 6/10
ivkost - Hmm. This feels like it should cost :xmana::symu::symu:; a massive bounce spell shouldn't be cheap to play. Moderately interesting effect, if a little old hat for blue. 7/10
puchik - See, now, this I like. It's different - never seen a creature morph into a non-creature before - it's a useful combat ability, and it doesn't seem broken by any stretch. The only drawback is the fact that all it does is give a stat boost, which is boring. 7/10
SALAd - Wording's a little rough, but I catch your drift. Once it's done dealing its first strike damage, you can pay to have it move on and block a new guy. Trouble is, it doesn't gain double strike, so it won't do any combat damage to the second blocker. Interesting effort, though. 6.5/10
Eledin - Cute...honestly, I'm kinda surprised we haven't seen this card already. It's elegant, it's simple, and it's a fun combat trick. My only gripe is the cost; one mana is a little cheap for having a good chance of removing a blocker outright. This should probably cost :symw::symw:. 7.5/10
Lone Warrior - A myriad of problems here. There's already a card called Blinding Powder. The effect doesn't work if you don't use guild mana, because you can't use it at instant speed otherwise. And finally, guild mana is used for no apparent reasons. Sorry, but this one won't fly. 3.5/10
jwanders - Neat card. Trouble is, it's a white card. Now, if you put it into play attacking, or maybe had it deal its power in damage to a blocking creature, that would work. But the wrong flavor, combined with the fact that it's essentially a Worldly Tutor in red, means that this card needs a rewrite. 4/10
demon - What a rules nightmare. The Bedlam I understand, but the other part...ugh. I'd rather floss with razor wire than try to figure out all the rulings problems. 2/10
Sharda - Soulblast. I hate it when people basically submit existing cards. 2/10
Wow, funny.... OK I am judge again. I personally liked the morph combat trick, I thought that was pretty original.
Anyway onto the next contest.

@Sharda: The only way I know of checking if a card's been done before is searching in the Gatherer on mtg.com. Pick a bit of the card's text that you're sure is worded properly, and search for that.

ZeDorkSlipeur 22
Flavor: 7 Interesting, but not exciting.
Technical Stuff: 8 I wonder if you wanted to word the last part "and distribute the rest on the top and bottom of your library, in any order." It seems like a difficult thing to phrase correctly, I am not sure if my wording is that great either, but as it is, it seems like you can place the cards anywhere in your deck. (if this is the case then ballance score goes up and this score goes down.)
Ballance: 7 This is a tough one on ballance. I like how the drawback can be a benefit. The thing that seems dangerous about this card is the any place in your library allows for a little too much manipulation of the library. In honest games, no problem; the way it is, this card provides more opportunity than I would like for cheaters.

Technical Stuff: 10 simple makes it easy to ace this one.
Ballance: 10 fine ballance. This card may see print someday.
Rain and Ice - :3mana::symu::symu:
Instant
Counter target spell, permanants do not untap during there controlers next untap step.
Lord_Kaos 23
Flavor: 8 I like it alot, plus an added bonus for living in Alaska. Nepotism of sorts.
Technical Stuff: 7 two ways to word this I think.
"Counter target spell. Permanants do not untap during their controlers' next untap step." Which is close to what you had, and means both yours and your opponent's permanents remain tapped. (if it is what you wanted you could probably drop a mana in the casting cost)
"Counter target spell; its controler's permanants do not untap during his or her next untap step." Which is what I think you intended.
Ballance: 8 Really hard to say without play testing. I think this spell could be devestating. But sometimes looks are deceiving, i'll give it the benefit of the doubt.

Metropolis

At the beginning of your upkeep, put a 1/1 colorless Worker creature token into play.
:1mana:, Sacrifice a Worker: Choose one--Gain 1 life; or untap target permanent; or put a card in your graveyard on the bottom of your library.
Eledin 25
Flavor: 9 I love it. Sacrifice the workers for petty meaningless tasks.
Technical Stuff: 10 I thought you had one "or" too many, but then I checked some magic cards and that is how they do it...
Ballance: 6 I think this is over-powered. 0/1 Workers each of your turns, would still provide you with a free blocker every turn. Even that each turn getting a token creature for nothing is very powerful. Too good.
==========================================================
Bay of Plenty
Land (R)
: add to your mana pool.
, Remove a creature you control from the game: Add three mana of any one colour to your mana pool.
:2mana::symu::symu:: Return a creature removed from the game with ~ to play under your control. The bay is filled with food of all kinds, but to gather it one must leave the safety of one's ship.
Sharda 23
Flavor: 7 Very original card, it does lots of interesting things. It might be because I am slow, but I am a little lost on teh flavor and the tie to the mechanics of the card.
Technical Stuff: 10 I guess cards sold in New Zealand have the Commonwealth spelling of color.
Ballance: 6 Again tough call on the ballance, but I think it is too powerful. Turn 1 drop a creature for Black Lotus. That is pushing broken. In addition you can protect your creatures later in the game for :symu::symtap:.
==========================================================
Ban of Heresy :2mana::symb::symb:
Enchantment
Creature spells cost more to play
Creatures get +2/+1 and are black The priests set out to safeguard the righteous. They only emboldened the wicked.
SALAd 28
Flavor: 8.5 Great stuff, I like the idea quite a bit. I am a little lost why the ban is causing all creatures to be evil (i.e. black), but I am sure some logical explanation can be formed.
Technical Stuff: 9.5 Periods at the end of sentences, please
Ballance: 10 Cards that affect all sides tend to ballance themselves. Players only have to find how to break the symetry.
==========================================================
Senators' Choice

demon 25

Ballance: 7 I think this might be a little too focused. I was never much for sideboard cards. ==========================================================
The Pentagon
Legendary Artifact
At the beginning of each opponent's upkeep, look at the top five cards of that player's library. Put one card of those cards into that player's hand, one into their graveyard, one on the bottom of that player's library, one on the top of their library, and remove one from the game.
KarmicNoose 24
Flavor: 8, good, I like the 5 in the cost and the cards. Fun what it is doing and feels nice and legendary.
Technical Stuff: 8 One design flaw is that it enables a player to make 5 decisions at one time. Cards like this can become time consuming in the wrong hands, i.e. boring or just darn annoying for experienced players to play against. (bit of a nightmare with multiplayer.)
Ballance: 8 First I thought, 5 mana to put cards in your opponents hand! That sucks. But then I thought about it a bit more. 5 cards, worst 2 out of 5 are getting in his hand, best 2 out of 5 out of reach. Middle card on the bottom. I think it is pretty well ballanced. At worst it is a week card, but definately interesting enough for casual play.
==========================================================
Aimless Wanderer :4mana::symg:

jwanders 28
Flavor: 8 I like it alot. Traveling to every land.
Technical Stuff: 10 no problems I can see.
Ballance: 10 Even if you recurse this guy it is never going to get you more than 5 lands, so not broken. A little dangerous in some ways, has potential to thin your deck to nothing but spells, but that requires a nasty land distribution in the deck. Nope, at worst week, at best a fun way to get all the basics in play on your side. Nice for 5 color.

Sacrifice a land : the next time you tap a land for mana this turn, add and one mana of any color this land can produce to your mana pool, in addition to the mana this land already produces.
1/1
ZeDorkSlipeur 22
Flavor: 7 Just not too exciting.
---
Design: 5 It is a little confusing what your activated abiliy is doing. The antecedents are unclear. Is "this land" the land you sacrificed, the land you tapped, or is Ageing Harvester now a land? Also, the "in addition to the mana this land already produces." seems unecessary. If you tap a land for mana then it is going to produce mana. What actually happens? So if you have a forest and a swamp in play, you tap the swamp, sacrifice it then tap a forest get :1mana::symg::symg:, so you have :1mana::symb::symg::symg: and a swamp in your graveyard. How about this text which is close to the same thing.
Sacrifice a land: Add 2 mana to your mana pool of any color that a land you control could produce.
The slight difference is that with a Forest and a Swamp is that you could get
:symb::symg::symg::symg:. But the text is so much cleaner. (someone with more rules knowledge explain if you could sacrifice the last land for mana, I tend to think not.)
---
Ballance: 10 It is a 1/1 creature, the turns your lands into small mana bursts. It is actually a pretty powerful card, in that it can turn 4 lands into 10 mana, or 3 lands into 7 mana. This would find its way into obliterate type decks, but as a creature, it is not too dangerous.
Harvester :1mana::symg::symb:
Legendary Creature - Human Druid
Sacrifice a land: Add :symg::symg::symg: to your mana pool.
Sacrifice a Creature: Add :symb::symb::symb: to your mana pool "Sometimes I harvest the bounty of the land, sometimes I harvest the souls of its inhabitants, it is thus that I keep the balance."
2/2
Sharda 23
Flavor:7 Actually I like generic names, but on a legendary creature? Flavor text seems a bit stilted.
Design: 9 Just a missing period, and a Random capitalization of creature.
Ballance: 7 This is difficult. The two color requirement slows this guy down some. But on the turn he comes down. You can go nuts and sacrifice 3 lands and have 9 green in your pool, the next turn, potentially 19 mana with 4 lands. I think this might be in the swingy card category, kind of all or nothing, but I think combo players would find a way to break this card.
Night of the Harvest Moon :symb::symg::symw:
Enchantment
:symg::symw:, sacrifice a land: Put two 1/1 green saproling tokens into play.
:symw::symb:, sacrifice a land: Target player loses 2 life and you gain 2 life.
:symb::symg:, sacrifice a land: Put up to two target lands from your graveyard into play tapped.
ivkost 28
Flavor: 9 From the art, I have a tough time imagining saprolings springing out of the fields. The life loss and gain is good, and I think this definately has the feel of all 3 colors.
Design: 9 It should be "Put two 1/1 green Saproling creature tokens..." Otherwise ok.
Ballance: 10. I think this is very well ballanced. The 3 color requirements make this a bit weak. The effects are interesting, and the ability to slowly regain your loses makes it playable. I see this being a great card in limited, and casual players will try to use it in constructed.
Skullcrop Seeder
Creature - Human Druid
, Remove a creature card in your graveyard from the game: Add one mana of any color to your mana pool "The biggest mistake average humans make is to waste natural ressources." 2/3
Nuegun 23.5
Flavor: 7 The name is kind of interesting. I wonder who is making this statement of average humans, although I like the sentiment.
Design: 9.5 Missing period.
Ballance: 7 This is a weak card, I think it would have been better if it were any graveyard. For a two color combination people want something more exciting than a crippled bird of paridise, or a 2/3 Human Druid.
Dark Corrupter :1mana::symb::symb:
Creature--Human Wizard
: Add to your mana pool for each Swamp target opponent controls.
:3mana:: Target Plains or Forest becomes a Swamp. (This effect doesn't end at end of turn.)
1/1
Eledin 26
Flavor: 8 Again the interraction of black, white and green is good. The name is pretty good, nothing super exciting, but I guess the art is not either.
Design: 10 Pretty good design.
Ballance: 8 Until I read the, this effect doesn't end phrase, I thought this card was horrible. As it is it is a sideboard card against black, or maybe a good card for skill testing in limited. I am not much for sidebord cards, but I think this is a very well designed card. (It is weak, but beginning players get excited about the second ability, but it is the first ability that really matters against black decks.)
Soul Harvest :1mana::symw::symb:
Enchantment
:xmana::symtap:, pay 2 life: Next time a creature card with converted mana cost X or less would be put into your graveyard from play this turn, instead remove it from the game. Put a black and white spirit token into play under your control with power and toughness same as that creatures power and toughness. Orzhov gather strength from even the souls of their dying followers.
demon 27
Flavor: 10 Excellent flavor. Simple good concept, and fits the art well.
Design: 8 The idea is excellent, but the card came out kind of convoluted. You have to pay its converted casting cost, but the token keeps track of the creatures power and toughness. All that is very good for flavor, but makes for a little too wordy of a card. Also I think the general template puts instead at the end of a sentence "remove it from the game instead." and start the sentence with "The next time... "
Ballance: 9 It seems well ballanced, if not a little weak, but with a purpose.
Dusk Harvest :1mana::symg::symg:
Enchantment
Whenever a player taps a land for mana, each other player adds the same amount and type of mana to his or her mana pool.
Puchik 28.5
Flavor: 8.5 The only problem is the art does not really feel strictly green. Although the effect is extremely exciting. I think this would be a fun card.
Design: 10. This is excellent design. Very simple wording with a very interesting affect on game play.
Ballance: 10 I do not know. This is one of those cards that is so original that it would need play testing. Since it affects all players I will give it the benefit of the doubt.
Sower of Sin :1mana::symg::symb:
Creature - Human Harvester
:symbg:, Sacrifice a creature: Put a land card from your hand into play.
:symbg:, Sacrifice a land: Put a 1/1 Skeleton token into play.
:symbg:, Sacrifice a creature or a land: Regenerate Sower of Sin. Blood makes the best fertilizer, bone the greatest mulch.
1/1
KarmicNoose 26
Flavor: 9 I like the flavor.
Design: 9 "Put a black 1/1 Skeleton creature token... "
Ballance: 8 Again for two color card, I think this could just be a notch more powerful, but it is very flavorful. I like the card.
Scrying Door
Artifact
:3mana:, :symtap:: Look at the top three cards of your library. You may put one of those cards into your hand. If you do, remove the rest from the game. He witnessed a vision of a great harvest... of crops and of souls. And he knew what to do to get them both.
SALAd 27
Flavor: 8 Bonus points for trying something different. The only issue I had flavorwise was that Scry is usually done with a crystal, water, or some other translucent surface. Then I thought, the frame could be water or a mirrior, but it seemed to be stretching it a little. Interesting you thought this had some sort of predictive quality to it. I stole the art from a Tarot Card on the web.
Design: 10 Interesting card drawing card. I am not sure what the if you do clause is for, but seems like a decent safety, perhaps for some sort of replacement effect.
Ballance: 9 This seems very powerful, but the milling effect is a good drawback in limited 40 card decks. It might be too good; Maybe another mana in the casting cost would not hurt.
erikcu - Interesting. Never seen a land do that before. Seems awfully busy, though...remember, there's elegance in brevity. A way to reuse it would have been nice, too. 8/10

Metropolis
Land (R)
: Add to your mana pool.
Too good.
==========================================================
==========================================================
Ban of Heresy :2mana::symb::symb:
Enchantment
Creature spells cost more to play
Creatures get +2/+1 and are black
The priests set out to safeguard the righteous.
==========================================================
Senators' Choice
Enchantment
For all spells that your opponent plays that have multiple targets, you choose the first target.
Senators always get to vote first.
demon 25
Flavor: 8 Fun idea. I like it.
Technical Stuff: 10 I think this works, it is getting out of my expertise.
Ballance: 7 I think this might be a little too focused. I was never much for sideboard cards.
==========================================================
==========================================================
Aimless Wanderer :4mana::symg:
Creature — Human (R)
When Aimless Wanderer comes into play, remove all lands you control from the game. Search your library for a basic land card of each type, reveal them, and put those cards into play tapped.
2/3
The winner is Eliminator: 29. :Magic6: All rise for honerable Judge Eliminator.
Please post the next contest within 24 hours. Thanks.

Darn it, this is becoming Erikc is Judge game... anyway, I enjoy judging.
Next round:
Make a card for this art:
Legendary Creature - Human Druid
Sacrifice a land: Add GGG to your mana pool.
Sacrifice a Creature: Add BBB to your mana pool
"Sometimes I harvest the bounty of the land, sometimes I harvest the souls of its inhabitants, it is thus that I keep the balance."
2/2
Creature--Human Wizard
T: Add B to your mana pool for each Swamp target opponent controls.
3: Target Plains or Forest becomes a Swamp. (This effect doesn't end at end of turn.)
The clutch of death can overtake the most pure field or wood.
1/1
DCI Level 2 Judge
Enchantment
Whenever a player taps a land for mana, each other player adds the same amount and type of mana to his or her mana pool.
Creature - Human Harvester
:symgb:, Sacrifice a creature: Put a land card from your hand into play.
:symgb:, Sacrifice a land: Put a 1/1 Skeleton token into play.
:symgb:, Sacrifice a creature or a land: Regenerate Sower of Sin.
Blood makes the best fertilizer, bone the greatest mulch.

Scrying Door
Artifact
:3mana:, :symtap:: Look at the top three cards of your library. You may put one of those cards into your hand. If you do, remove the rest from the game.
He witnessed a vision of a great harvest... of crops and of souls. And he knew what to do to get them both.
==========================================================
Harvester :1mana::symg::symb:
Legendary Creature - Human Druid
Sacrifice a land: Add :symg::symg::symg: to your mana pool.
Sacrifice a Creature: Add :symb::symb::symb: to your mana pool
"Sometimes I harvest the bounty of the land, sometimes I harvest the souls of its inhabitants, it is thus that I keep the balance."
2/2
==========================================================
==========================================================
Skullcrop Seeder
Creature - Human Druid
, Remove a creature card in your graveyard from the game: Add one mana of any color to your mana pool
"The biggest mistake average humans make is to waste natural ressources."
2/3
==========================================================
Dark Corrupter :1mana::symb::symb:
==========================================================
Soul Harvest :1mana::symw::symb:
==========================================================
Dusk Harvest :1mana::symg::symg:
==========================================================
Sower of Sin :1mana::symg::symb:
==========================================================
