This is a month long contest with a minimum of 4 rounds. Each round, you will be given a selection of options to pick from. You must pick exactly one option, one "element", from each list in a given round. You then design your card, and submit it as you would in any other thread.
But there's a catch.
As soon as an entry is submitted, the "Elements" that player used are then off limits and will be crossed of the list. Futhermore, if all the elements are used up in the round, no more entries can be submitted.
At the end of the entry period (about 3-4 days or when all the elements are used) peer judging will be used, where you will judge 5 other participants based on order of submission. You must judge the card as submitted, without credence or care that they may have had less options then other players. Only the end result matters. You make a top 3 list, with the the winner receiving 3 points, 2nd 2, and 3rd 1. Over the month the points are tailed with the winner announced each month. You will be given 2 days. If you are delinquent in judging, you will be disqualified from the round. You may participate in as many or few rounds as you wish each month.

Doesn't 100% obey the rules of the game re: mana cost or P/T because Morph stuff (it is still 4 while morphed, but it won't be a creature very often), but I like the way it came out. I'm an eternal sucker for the idea of Morph creatures as non-creature spells.

AliasBot - Definitely doesn't feel "creature" to me, and reads more as an enchantment. For 3 and exiling a spell later (which could already be the target of a counterspell) you get a potentially high number of cards, so it is quite scary from a balance perspective too.
GraveTitan15 - Definitely should have used fateseal instead of "scry opponent". But the cost is not that bad; it has to be high for the size of the creature because fateseal + bounce can be devestating.
Jimmy Groove - That's me, so probably best I don't judge myself. I'm not very impartial.
Ninja Caterpie - It generates card advantage slowly enough that it could probably have a flat cost for getting the cards out of exile rather than an X cost, but that's a small nitpick on what's a solid card.
SelesnyaNewLife - Definitely something blue could get, but not breaking any new ground at all. Balance is probably alright, though I'd make it rare just to be safe.
NVRBLND - The wording is definitely off, but the effect is reasonable enough, and the body is actually quite intimidating when you consider the unblockability. That said, mill that is dedicated to opponents really needs to move more cards to be useful, especially when tied to damage like that. This thing will pretty much always kill your opponent with damage before the mill becomes relevant.
Gravetitan15: Yeah, that mechanic is called Fateseal. The mechanic is probably unfun as a regular thing, but it's probably fine on a case-by-case basis. The creature itself is solid enough, and the cantripping and flash make it even better. Nothing spectacular, but solid.
Jimmy Groove: I feel like this should be a rare, just based on complexity. Maybe it's just me not understanding, but it seems like a confusing card. I understand it enough to see that it's versatile and has the potential to be very good, but it's just...odd.
Ninja Caterpie: Really weird, slow card advantage, but I'm a big fan. Granted, there aren't many situations where you wouldn't just cash in for the most recently exiled card every turn, but the fact that there are options is still nice. Cool card.
SelesnyaNewLife: So it's a one-drop with permanent Prowess. Prowess is already pretty powerful on a pushed card, and this ability is even better. It just feels a bit broken. Maybe not any worse than Monastery Swiftspear in practice, but definitely worse in theory, if that makes sense.
NVRBLND: Should be "~ can't be blocked" under new wording rules, but that's minor. The wording of the main ability feels a little bit awkward, but the effect is sweet. It's not necessarily a good mill card when it will kill through damage much faster than it will through milling (60 cards, 20 life), but it's a fun one.

Pool of Knowledge kinda sounds like an artifact... like Knowledge Pool. Card is interesting - 3 and discard a card to draw a bunch of cards, or you can just get a 2/2 temporarily. I feel like this is really good against removal since you basically trade the exiled spell 1-for-1 with the removal and draw some free cards on top.

With the existence of fateseal in Future Sight, the excitement of this design drops by a little bit. The card initially looks kind of bad given the precedents, except it also draws you a card, so it actually gets you a lot of value. Interestingly deceiving.

I'm not sure if that wording explicitly means that it's one chosen target. I think "the chosen creature" works better than "target creature" in the second sentence. That said, this card is pretty cool. Recombombulation, of sorts. Pretty much un-abuseable besides fringe cases like Phyrexian Juggernaut but this could provide some really powerful utility by messing around with creature's power and toughness. Given that blue often doesn't have strictly strong creatures, swapping an opponent's bomb with a Delver of Secrets seems kind of strong for 4 mana.

I want to say that this is really good. I'm not really sure if it is or not, but I feel like this would be really good in a Delver-based deck given you don't mind dropping a Lightning Bolt or Mana Leak as your turn 2 play. I wouldn't want to imagine the mirror where both play this, hah!

Whoa - "dealt to them this turn"? Seems kind of... ok, I guess. In order to get lots of cards flipped off the top, you have to deal lots of damage, which should kill them anyway. I guess it's kind of fun to use though.
