It seems like this should be in Custom Card Creation, not Contests and Games, but I'll chime in anyway. I like this cycle as a souped up group of guildmages. In answer to your main question, no. I think these are rares, not mythics. They are very powerful for the most part, but the flavor keeps them from being mythic. Pactmage doesn't seem like a title so prestigious that it deserves to be mythic, at least not if there are ten of them with that name. If you renamed these as legendary creatures (Ex. Dokara, Cisarzim Pactmage), I think it would feel more correct at mythic. But my main issue there is not with design, just development. The designs all feel really solid and on color, but not more broken in limited than a lot of bomb rares. Also, these generally don't get out of hand unless you dump a bunch of mana into them, which means they have to survive for a while. Compared to a lot of bomb rares, like Spark Trooper, these cards take a lot of resources to do anything. It's not that they aren't overpowered in limited, just that they aren't more so than a lot of rares, and are clearly less so than most bombmythics. Those are my thoughts on the rarity.
As easy to cast 4/4s for 4, these are definitely strong on their own, and I can't say I'm exactly happy about a mono-blue deck playing a 4/4 for 4, but I can't deny that's where the creature-creep is creeping. In slow formats like EDH, some of these guys can really get out of hand, but I don't think any of them are broken. The Rakdos one could stand to be a little more powerful, since Rakdos as a color-combination doesn't have as much use for mana sinks, and the abilities are a little less exciting than on some of them.
