Without the cantrip this is probably comparable to Oblation, though (as previous posters have said) it shouldn't be common or monoblue.
i've always been a control player, & this card would be an automatic 4-of in every single blue or white deck that could play it. it breaks the elementary cryptic command test for any control card, in the sense that it's able to basically do 2 of the things cryptic command does for less mana & less specific color requirements (and one can make the argument that in certain specific situations, removal that dodges regeneration + cantrip is superior to counter + cantrip.
(U/W)UW, uncommon & target attacking creature might be fair, just barely.
UW kicker: U for the cantrip/rare seems better. keep in mind that UW instant speed removal that dodges regeneration is terminate, & that was an absolute blockbuster card for the two colors that are supposed to have the best anti-creature removal around--nevermind the cantrip.

Almost every single card sucks. Out of the 18 THOUSAND pieces of cardboard to choose from... how many are good? 500? 1000? We need cards like this.

No, this isn't a bounce card... it's affect is only very slightly worse than exiling a card (and in EDH this is actually way better, not that cards are typically evaluated for that). Way too powerful an effect allowed for mono-blue, and the cantrip makes it basically insane. If Wizard printed something like this it'd probably cost 5 mana, and may not even include a cantrip.

Wow that's a really good idea. It would make for hilarious shenanigans too between friends if the person drew the card again.
I think that's the perfect drawback for this card. It would be a very bluish-white drawback, and the 3 mana cost + drawback could warrant a cantrip. That, and the 1WU cost would've been perfect for this card. I never pay attention to this thread until after a card's posted, I'll have to keep an eye out this month.

1) On top of library (would still be pushing it)
2) cost 1WU (makes it meh)
3) no card draw
The idea is there.. and it's such a great idea that mamy more ideas are spawning out of it. If this were a real card in development, it would ultimately depend on the environment being designed, so there is absolutely no point in discussing which tweak is best. Heck, each variant of this card could see print someday.

Most people seem to like the card, its just not appropriately costed. It has NO drawback, and see the Cryptic Command comparison. Its a straight up 2-1 at instant speed, not too many of those are floating around, especially at 3cmc.
I think adding Sorcery speed and :1mana::symw::symu: is appropriate.
If you want to keep it instant, as costed, make it a throwback and say at the beginning of your next upkeep both players draw a card.
You'd better call it 'disgrace' because of the mana cost, but if that would be upped somewhat, it would be a well-designed card. Mono blue would love 4 mana instant cantrip against aggro, I think.
Sphinx is really good. Control will play it and be able to protect him just fine, hes a much better finisher then Jwar Isle and thats saying a lot considering how good he alone is. Bazzar Trader.dec now has 16 threaten effects. Thats really, really, really,really good. Really good.
So hilarious flavor text, but this card makes me think people don't understand magic. Blue does not get straight up removal but that is what this is. It isn't super bounce it takes the creature and gets rid of it and does not put it back in the hand or something so the opponent doesn't lose CA. Speaking of CA seriously? Even at 3 mana I don't care what colors it is, you are paying 3 mana to get rid of any creature without shroud, don't let it hit the gy, don't care about indestructibility at instant speed and you get to draw a card? that is absurd and it is even more absurd that mono-blue has access to that sort of removal.

Capsize was abusable but around when times were different, didn't give a 2 for 1 for 3cmc, and the game just developing, might as well throw up Ancestral Recall.
I was playing a draft the second week up avacyn being out and i was constructing my deck when the guy across from me spilled his cherry kool-aid all over mine and his cards, he had a griselbrand and I had a cavern of souls.
As it is, this card is absolutely amazing. I would instantly play 4 of in any deck running blue or white, my only gripe is that it really should be UW since I don't think blue should be able to get condemn with a cantrip.
Ok if there are still players thinking this is not to strong, and compare bounce to shuffle into library here the comparison.
If you play Wipe Away this happens:

Chance that player is able to play the card the next turn: 100%
-> card disadvantage of 1 need with 100% propability another solution
this:
your hand cards: +0
opponents creatures: -1
opponent hand cards: +0
Chance that opponent will be able to replay the creature the next turn: between 2-3% in normal games.
Card advantage of +1 and the opponent has only a small increased chance of drawing a threat.
This would be a 4of in extended T2 block constructed and maybe even be played in legacy main and it would be played in a sideboards. Of course Path to exile and Swords to Plowshared are two mana cheaper, but they have disadvantages and they don't grant card advantage AND they need WHITE mana and can't be played in blue decks not playing white.

2. Not using you mana deals 2 points of manaburn.
3. Combat damage goes over the Stack and you can freely assign it.
4. Lifelinks does stack and doesn't safe you from dying.
5. Tokens are owned bye the one who has made them.
Everyone thinking M10 will not affect a lot of cards or Limited a lot, either has no clue about magic or has never played limited or is getting paid by wizards to do propaganda.

1UW and sorcery speed leaves it super aggressively costed, but not as fun. I like shuffling creatures in at instant speed :/.
