It should not affect instants, otherwise you make all counterspells useless, and that's pretty powerful for such a cheap card. Perhaps it should effect the second spell cast each turn? Or only the first spell cast by each player each turn?
How many 1 and 2 mana cards need to be posted that *already hose counterspells* before people stop harping on it. This isn't much different from a Lodestone except that it's worse in most ways.
I'd print it @3. Currently it would see fringe play and only find it's way into MUD and Moon/Stompy decks. @3 it'd find it's way into D&T, Moon decks, sideboard for storm (they tend to go off at sorcery speed, but their mana would come to them in their upkeep and they'd have a difficult time chaining all of that mana together) and may encourage all-creature decks as opposed to the usual mix (which is relegated to mostly Mav and Nic Fit at the moment)

Also, the reason he should have a P/T of 2/3 is because he is a Wizard, after all. Wizards are notorious for having smaller power than toughness.
