Here's an idea I had for a functionality of a card with Madness.
Mental Projection U
Instant
Draw a card.
Madness 2U
If you cast Mental Projection for its madness cost, draw two cards.
I based this on Grave Scrabbler, but since there isn't a non permanent card that works like this, I'm guessing at the wording.
Any help would be greatly appreciated. I'm not sure if it needs an 'instead' in there, or if it should be "When you cast [card name]".
As written, after drawing the initial card, the game will check to see if the madness cost was paid. If it was, you will draw two cards (in addition to the one you just drew), for a total of three cards for 2U.
If you want the card to instead be an instant-speed Divination when cast for madness, you are correct that you would need "instead" in there.
You can template it as a "When you cast ~" triggered ability, but that has the same implications as other spells that have such effects (such as Emrakul, the Aeons Torn). If that's the case and you still want the card to be an instant-speed Divination, you would have "When you cast ~, if its madness cost was paid, draw a card."

Increasing Devotion and the rest of that cycle did a mechanically very similar thing. I think using "instead" is the way to go.
Also, remove "you", in case of Commandeer and whatever other reason there was for changing the wording for kicker in Time Spiral block from "if you paid the kicker cost" to "if the kicker cost was paid" (before it later changed again to "if CARDNAME was kicked").
If CARDNAME was cast for its madness cost, [double effect] instead.

So, what you're saying is that I could word it both ways depending on what the card does.
For the instant speed 'Divination', it would end up being worded as this.
"If you cast [card name] for its madness cost, [effect] instead."
or I can template it as this.
"When you cast [card name], if its madness cost was paid, [effect]."
But that is for more of a triggered ability. Cool.
