If say, another legendary creature came around with "Each creature your opponents control assigns combat damage equal to half its power, rounded down, rather than assigning that damage in any other way."
Would "in any other way" include Doran's assigning with toughness?
613.6a A continuous effect generated by a static ability has the same timestamp as the object the static ability is on, or the timestamp of the effect that created the ability, whichever is later.
613.8. One continuous effect can override another. Sometimes the results of one effect determine whether another effect applies or what another effect does.
613.10. Some continuous effects affect game rules rather than objects. For example, effects may modify a player’s maximum hand size, or say that a creature must attack this turn if able. These effects are applied after all other continuous effects have been applied. Continuous effects that affect the costs of spells or abilities are applied according to the order specified in rule 601.2e. All other such effects are applied in timestamp order.
Since both Doran, the Siege Tower's ability and your ability modify how creatures assign combat damage, the one that has a later timestamp will override the other. So if Doran enters after the timestamp of your ability, then creatures will assign damage equal to their toughness. If the reverse is true, then creatures will assign damage equal to half their power, rounded down. Putting "rather than assigning that damage any other way" doesn't exclude it from interacting with Doran via the layers system )unless you edited the CR to make it so), since your ability still fits the description of a continuous effect that affects game rules.

Any reason why it has to change how damage is assigned and can't just half the damage that is dealt similar to Ghosts of the Innocent or prevent half the damage similar to Gisela, Blade of Goldnight? Then the interaction with Doran would just be that the creatures deal damage equal to half their toughness.
