There have been plenty of selective anthem effects printed, but afaik they've never hinged off of P/T... probably because of the "is it or isn't it a 1/1?" question. Does this do what I want it to, or is it a rules no-no?
This works fine. Consider an effect like Conversion, which also changes a characteristic based on a condition involving that same characteristic. Once a static effect is applied to an object, it's applied. You don't go back and reevaluate it based on the results of applying it.
What would make Pendelhaven Mayor's effect stop applying to an object is if some other effect working in a lower layer/sublayer makes a creature something other than 1/1. Because of the way dependencies work, any other +/- in the same sublayer would also turn it off regardless of timestamp (one side effect of this is that multiple Mayors wouldn't be cumulative). I think the high potential for confusion is why an effect like this hasn't been done already.
This doesn't work to the intuition of many players. The logic is that to determine the power and toughness of a creature, the entire layer system must have already been checked. Because of this, there is no opportunity for the +1/+2 bonus to be applied.
There's a solution if whether a creature is 1/1 is intended to be checked at the end of the layer system being evaluated. If I recall correctly, there's a card that explicitly circumvents this and does a second run through the layer system check for situations like these. So if that's the intended effect, you could certainly use that wording.
If, however, you'd like for whether a creature is 1/1 to be checked during the layer system evaluation, then this works fine (although rather unintuitively).

This works but it's a very odd duck, particularly because the layer it operates on happens between a couple of other layers of P/T altering effects, which makes it confusing and problematic. Notably it operates after CDAs and things that set P/T but before counters, so for example a 2/2 that has a +1/+1 counter on it and also has been the target of Diminish is affected by it, counterintuitively making it get smaller when Diminish wears off.
Pendelhaven Elder circumvented all of the problems with this by using an activated ability. Having problems with layers is also the reason why in ALA a lot of the Naya power 5 or greater cards like Mosstodon used activated abilities rather than some kind of static lord-like ability.
