Instant and sorcery cards in your hand have Splice onto Arcane, with splice costs equal to their mana costs.
Instead of having this as one cool card, I would split this into two awesome cards- one that made Instant and Sorcery spells Arcane and another that grants Splice...As for the Splice-granting ability I'd probably make it until end of turn, just to help reduce the amount of receptiveness/card advantage. For style points, I'd probably also mirror Past in Flames, which would give us something like this:
Splice with Flames5R
Sorcery- Arcane (MR)
Until end of turn, you may splice Instant and Sorcery cards onto Arcane as though they had Splice onto Arcane. The splice cost is equal to its mana cost.
Splice onto Arcane 6R(As you cast an Arcane spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card's effects to that spell.)

My question is: Does Splice in Flames, as currently written, work under the current Magic rules? If not, is there a way to make it work?
I think it's fine with a little touch-up. "...as though they had Splice onto Arcane and splice costs equal to their mana costs". The initial text can be read as referring to the splice cost as if the cards actually had the ability, but they don't. I think it's better to group the phrases together in a way that makes it more clear they're all part of the "hey let's pretend (this)" effect.
Well it forms an automatic endless combo with any card like Early Harvest.
Even if you can give splice to cards that don't have it, overload is a problem here. Splicing a targeted spell not designed for overload onto a card with overload will likely cause something to break.
There are undoubtedly lots of extra unforeseen problems. Just going through the steps for making choices while casting a spell:
601.2b If the spell is modal the player announces the mode choice (see rule 700.2). If the player
wishes to splice any cards onto the spell (see rule 702.46), he or she reveals those cards in his or
her hand. If the spell has alternative or additional costs that will be paid as it’s being cast such as
buyback or kicker costs (see rules 117.8 and 117.9), the player announces his or her intentions
to pay any or all of those costs (see rule 601.2e). A player can’t apply two alternative methods
of casting or two alternative costs to a single spell. If the spell has a variable cost that will be
paid as it’s being cast (such as an {X} in its mana cost; see rule 107.3), the player announces the
value of that variable. If a cost that will be paid as the spell is being cast includes hybrid mana
symbols, the player announces the nonhybrid equivalent cost he or she intends to pay. If a cost
that will be paid as the spell is being cast includes Phyrexian mana symbols, the player
announces whether he or she intends to pay 2 life or the corresponding colored mana cost for
each of those symbols. Previously made choices (such as choosing to cast a spell with flashback
from a graveyard or choosing to cast a creature with morph face down) may restrict the player’s
options when making these choices.
- Trying to splice modal cards onto a spell doesn't work.
- Additional costs like buyback will work, only exacerbating the repetitive nature.
- Alternate costs appear like they could cary over, so you probably want to include something like Patrician's Scorn or Archive Trap.
