Here's an idea for an enchantment I had recently. Long story short, I want this to keep your opponent's multicolored creatures tapped down unless they pay 2 mana for each creature.

Multicolored creatures your opponents control don't untap during their controller's untap step.
An opponent may pay 2 during their untap step to untap a multicolored creature he or she controls.
I think this might be right, but I could be wrong.

At the beginning of each [player's] upkeep, that player may choose any number of tapped [creatures] he or she controls and pay [cost] for each creature chosen this way. If the player does, untap those creatures.
Multicolored creatures your opponents control don't untap during their controllers' untap steps.
At the beginning of each opponent's upkeep, that player may choose any number of tapped multicolored creatures he or she controls and pay 2 for each creature chosen this way. If the player does, untap those creatures.
The two obvious downsides are that multiple copies are not cumulative and this untap overrides other cards like Dehydration. I don't think there is much that can be done about that without some weird rules changes for the untap step. The big question with a rules change would be the timing for if you tap lands to pay for this before or after you untap for the turn.
So, if I used something similar to Magnetic Mountain's ability, it would be worded something like this?
"Multicolored creatures your opponents control don't untap during their controllers' untap steps.
At the beginning of each opponent's upkeep, that player may choose any number of tapped multicolored creatures he or she controls and pay 2 for each creature chosen this way. If the player does, untap those creatures."
Yeah, it does get around other effects that may keep them tapped, but it would at least make them pay to untap.
