Here's a card I've made for a custom morph based set:
Illusionary Shackles 2W
Enchantment - Aura (U)
Enchanted creature can't attack or block, and costs to turn it face up can't be paid.
Morph 1W
When Illusionary Shackles is turned face up, attach it to target creature.
Is there a better way to word the highlighted section?
Basically, I want it to prevent the creature from unmorphing itself through its own morph or manifest ability, but still allow external means to unmorph it.
Why not just something like
"Enchanted creature can't attack, block, or be turned face up"?
I can't imagine too many situations where the distinction between a cost turning a creature face up and an effect turning a creature face up matters for it to be written out on the card.
It's worth nothing that as written, the third ability doesn't work. When the card is turned face up, its third ability is put onto the stack, waiting to resolve. State-based actions are then checked, and the game sees an Aura enchantment that isn't enchanting anything, and will go to the graveyard as a state-based action.
You'd want something like
"As ~ is turned face up, attach it to a creature."
Note that it can't be targeted, since it's a replacement effect. If the targeting is an absolute requirement, you would have to probably use some rather weird wording.

The difference would be with outside sources that can turn creatures face up like Ixidor, Reality Sculptor and Skirk Alarmist. Because of that I think it would be good to make it a little more consistent and prevent turning face up completely like Thought Criminal's suggestion. But maybe split it a little like Arrest?
The morph trigger ("When ~ is turned face up") does need to be a replacement effect ("As ~ is turned face up"), like Hooded Hydra, or it will not survive long enough after turning face up. I would make it optional though in case your opponent uses Ixidor, Reality Sculptor or Break Open to force it and you do not want to attach it to anything.
2W Enchantment - Aura

Morph 1W(You may cast this face down as a 2/2 creature for 3. Turn it face up any time for its morph cost.)
As CARDNAME is turned face up, you may attach it to a creature.
