I decided upon a wording for copying any spells, but copying permanent spells come into play as tokens. I also added new copying wording that I took from silvercut in this thread. Ultimately, I'm not sure how this will work, so I was looking for some feedback, based upon a card I made in the Commander Game thread some time ago.
Ralen the Faecoivie Genius3URG
Legendary Creature — Elemental Wizard [Mythic]
Whenever you would draw a card, you may reveal that card. Whenever you would cast a card revealed this way, you may copy that spell. You may make new choices for the copy. (Choices are modes, targets, and number of targets for distributable or divisible effects. Copies of permanent spells enter the battlefield as tokens of the copied card, and those permanents have any X costs, additional costs, and alternative costs as the original spell. Cards revealed this way stay revealed until it leaves that zone to go to another zone.)
5/4
This would require the creation of a new zone, wouldn't it? The permanently revealed in-hand zone. Seems very clunky. It would be easier (and more balanced imo) to just exile drawn cards and have the creature allow you to cast those cards with your copy effect.

I see. How about this:
Ralen the Faecoivie Genius3URG
Legendary Creature — Elemental Wizard [Mythic]
Whenever you would draw a card, you may exile that card face down with a duplication counter on it. You may look at and cast that card for as long as it remains exiled. If you do, you may copy that spell. You may make new choices for the copy. (Choices are modes, targets, and number of targets for distributable or divisible effects. Copies of permanent spells enter the battlefield as tokens of the copied card, and those permanents have any X costs, additional costs, and alternative costs as the original spell.)

This is wording I borrowed from Praetor's Grasp. The reason for the duplication counter is the same reason Arbiter of the Ideal uses a manifestation counter, which is used as a memory aid.
This seems complicated for no good reason. Is there any reason to not just copy spells when they are cast, period, and skip half this headache?
I guess you're right, though how much would Ralen cost that replicated everything for free if that was the case, as that would make it considerably stronger. The reason I had designed this card to copy cards drawn was so that it was a parallel to Chromaggus from Hearthstone.
