Unlike Altar's Reap, this card does the sacrifice on resolution, which makes it less vulnerable to countermagic and more vulnerable to just removal. I would assume that it targets two creatures to make it more difficult to fizzle. It's not obvious on first glance, though.
This may be outside the scope of Custom Card Rulings, but: does such a card need to exist? If you want an Altar's Reap that doesn't get 2-for-1ed by a counter, then you could just say "Sacrifice a creature. If you do, draw two cards." I do appreciate the functional difference here, and I like sidegrades of simple cards, but on the other hand: why add all of the extra moving parts to such a simple spell? If you have a theme to justify it, great - otherwise, there's no need.
Here are some ways to do an interesting Reap variant along these lines:
"Destroy target creature you control. Draw two cards." - Different interactions with indestructible and regenerate
"Choose up to two target creatures you control. Put a +1/+1 counter on the first creature. Sacrifice the second creature and if you do, draw two cards." - Reason to interact with two creatures, allows for more consequential-feeling decision-making
