So for those who don't know, Nanowrimo (National Novel Writing Month) happens every November, where people pledge to write a 50,000 word novel in the month, and "win" if they manage to hit the wordcount.
The main point is to get people to just do it, to put pen to paper and work. Doing it communally helps a ton, and having some actual deadline can motivate an otherwise purely passion project.
Now with custom Magic sets it can be easy to come up with the concept for a set, but hard to actually bring it to execution sometimes. So, what about a similar month for creating a complete custom Magic expansion? A sort of "NaSeCreMo" (OK, maybe a better acronym is needed!).
I did run something called "Set Design Blitz" years ago. I asked for one person to submit a setting/story idea, then someone else for a mechanic, etc, and then we designed the set by posting one card at a time. I had been involved in many collaborative set projects in years past, and it seemed like they almost always ended up in "development hell" and then petered out. So part of the idea with Set Design Blitz was to actually complete a set within a reasonable time frame.
I'm old enough to remember the MTGN Set Design Blitz, and I was involved in the Salvation one(s) as well.
Everyone collaborating is indeed different than everyone supporting one another as they design solo. But they're both interesting ideas. I don't think OP's version has ever been tried before. I'd be down to at least make the attempt, and if maybe a half-dozen other people were doing it with me, I'd be really motivated.

As I recall, someone took up the mantle and ran a couple of them here at Sally shortly after MTGNews went under around 2010.

I know that's different than what you are suggesting, but I thought I'd throw it out there.
