This card is probbably one of the most important cards in legacy and it has a large price tag as a result. So why hasn't it seen a reprint? It's not on the reserve list and there were two great opportunities to give us a reprint, namely the 2001 deckmaster decks and the coldsnap precons. It hasn't even been a judge foil. Any ideas why wizards has chosen not to reprint it?

I think it's unlikely they'll reprint it anytime soon.
They gave us pact of negation which was close (albeit not nearly as good), and my instincts say we'll probably sooner see a reprint of misdirection before FOW.
Anyhow, the best I can come up with myself is a game in the top 8 of a PTQ back during Urza block in which we were starting game 3 with time already expired, so the tiebreaker rule was that whoever had more life after 3 turns would win. And I lost to... healing salve.
It is actually out of Blue's present color pie. Paying life, card disadvantage, mana acceleration? I'd be less suprised to see Force of Will in Black.
Would make a nice FNM foil though
If mana leak is too good for standard, good luck seeing this printed in a regular set. That leaves a premium type set (ftv, dual decks, commander, etc), and while I won't say its never going to be printed in one of those (people would buy them all and resell them for the same, if not more than they're currently going for), its unlikely.
I'm sure its something in their back pocket though, in case sales are down a bit.

We'll definitely see it at some point. As most people said, a Judge foil is probably the most likely, but it could probably squeeze into a FTV or a Duel Deck as well. Wizards will definitely want to control the price of Legacy somehow, and reprinting Force is a step towards making it at least a little more accessible.
There might be factors blocking it that we aren't privy to. Recently MaRo said that they couldn't print Karakas in FTV and he couldn't say why.
That aside I don't think that it would be degenerative in today's standard but think it would more likely show up as a Judge foil or similar, possibly even a commander's arsenal like product.

Due to real-life obligations, I am taking a long break from Magic which may include missing the local Legacy GP. Apologies for not being able to keep my threads updated.
I don't see it being reprinted in a set anytime soon.
But if it were, it wouldn't warp the standard metagame at all. Standard is significantly slower than Legacy and Vintage and lacks cards that provide card advantage or filter. I think such a card would see relatively little play in Standard because of the inherent card disadvantage in such a limited/slow format.
I have heard vague rumors of a moustache-dispensing vending machine in a distant laundromat, across the street from a tattoo parlor. However, this information is shaky, and time is of the essence.
I can't see it reprinted in a standard legal set, it would make modern too much like legacy which isnt good for either format. However I can see it as a high level promo (judge or even a GP promo...could you immagine the numbers at a GP if everyone got a foil FoW?) or in something like FTV.

We can speculate that Maze of Ith's inclusion already made the product well above the ROI curve. Throw in a $75 Karakas and it goes nuts. They already had it coming as a Judge Promo as well.
FoW can really only be a Judge Promo due to it's cost. DD are out due to being readily available for $20 each. $80 for a playset of FoW? Best selling DD for sure, but WOTC likes to maintain some control over the secondary market prices.
Wizards wants people to play standard and limited.
The best you can hope for is FtV: counters, or some other promo.
I wish they continued doing the premium deck series, imagine a foil blue deck with Force of Will as the chase card, and Jace vs Chandra Fact or Fiction, JvC Counterspell, Misdirection, Brainstorm, etc.
If the store owner says that I can't trade in the premises, I'll just go outside. If he says that I can't trade within 10m of his premises, I'll go to 11 meters. If he says that he doesn't want to see me trading, I will put a basket over his head and continue trading.
Yes, he's a local legend. He's only known to take his clothes off before he goes into the Ladies' Lockerroom. Nobody knows what he does in there because he's invisible, but it's almost certainly tons of masturbating.

I assumed that the card being on the Commander ban list is what would keep it out of the set.
Force of Will is their ace in the hole, really - it's legal to reprint, it's really not too overpowered, EVERYONE wants it, and they could use it to whip up interest in a set or other product. It will come back when the time is right. And I think it will be more than a judge foil. My guess - they throw one in a commander deck next year.

People have wanted a judge promo FoW since 2005. Eventually WotC will reprint FoW although no one knows when it will happen as it is a when and not an if. Wizards would have to be insane to not reprint force of will at some point in time. I'm not holding my breath personally as a foil FoW just means I'll have to shell out $200+ for the foil copy if not more as tons of players want a foil FoW.
In standard, it's not happening.

Mana acceleration isn't black, it's red. Paying life isn't necessarily black only anymore, and 'card disadvantage' isn't any colour's forte.
They certainly don't want it in standard because they think it's too powerful. But hopefully they'll make some sort of reprint sometime soon, it is exceedingly expensive as a staple in its format.
Tarmogoyf is in the same boat: too powerful for standard, yet in desparate need of a reprint for eternal formats.
