I am currently in the process of building legacy burn, and it's coming together nicely. Already got some of the cards, including 2 Chain Lightnings and 3 Fireblasts which are from the premium deck series Fire and Lightning. However, I plan on taking this to a GP and I have read that many judges don't let you use FTV cards in big tournaments like that, because they could be marked. Is it a similar thing with the premium deck series cards because the foiling quality is the same? For what they would be some of the only foil cards in the deck.
As long as your cards are sleeved you should be fine. The only way I could see anyone complaining is if certain cards are noticeably warped from the foiling.
You should be fine. I've used some FTV cards before at major tournaments (SCG Opens and GPs) and have had no issues with the judges. My cards weren't noticeably warped or anything though, which could be a concern of the judges in your case, if your cards are noticeably warped in the sleeves.
I had an issue at a GP where I had to replace the single foil duel deck Vraska that I had in my deck with a regular one. It being the only foil in the deck was apparently the issue.

I would suggest double checking the foils. If they are warped they will stick out of the deck like a sore thumb, making it easy to cut to just those cards, meaning the deck is marked.
The easiest way to combat this is to have some of your lands from Fire and Lightning set, so there's no pattern and press the cards flat betwen few heavy books in a dry environment before double sleeving the cards, so no moisture can get to the cards. Usually just heat isn't enough to warp foils, but if you get heat and high humidity, they will start curling after a while.
Not having a pattern if you end up getting deck checked will make it much easier to avoid any problems, just avoid having all your lands being from the F&L set also. But foil lands cost 20 cents each, so hopefully not big problem.
This is a legitimate issue. The best rule of thumb is for Competitive REL, make a deck out of all foils or no foils. Remember, even if it doesn't bend at the start of the day, it has all day to pick up moisture and curvature from everyone's favorite opponent: the guy who puts your Legacy deck through multiple rough riffle shuffles to put you on tilt. This guy is also acutely aware of the rules and will not hesitate to call a deck check on you to try to get you a game loss for Marked Cards if he can get a card curved through his shuffling.
I have no idea how the people with all-foil Legacy decks stop their dual lands from bending differently than the foils. I would love to be rich enough to have this problem.
