Hey guys. I mentioned to my friends the idea of this cool new format idea. It would only work for casual, and I'm not sure how it's gonna go but I thought it would be a fun way to spice up our decks. Basically the total cost of the decks has to be $50 or less TCG mid. If a card spikes and raises the deck price then too bad -- yes it's unfun but it's a slippery slope allowing certain decks over the limit. It adds a whole new complex level to deck building because you have to make the decision of whether you want the great $5 card and have to skimp on removal or have a passable $1 card and have more options (for example). The banned list is as follows:

The reason some cards like Tolarian Acadamy are only on the watchlist is because their price effectively restricts them, and also worsens the quality of the rest of the deck. Currently the format seems very linear but hopefully I can make some bans that change that.

The day before, Card A, B and C costed $0.50.
Then after some buyouts and price speculations in a week, omg! the prices of cards folded a few times.
Damn.. Back to deck construction again.
The idea has crossed my mind before. However, problem with making a format based on $ is that some cards change price nearly on a daily basis.
Oops, that deck you were building? Now banned the day before the tournament... or right after you ordered the cards.
If you're concerned about price, then set a limit similar to pauper or peasant (only commons, or only X amount of uncommons/rares/mythics). Sure, there are expensive cards in the format because of it (sinkhole), but if you're already willing to ban cards anyway even if they're cheap then it should be a problem. Just take the current banned list in pauper.peasant and add as needed.
I can't say I like the idea. If it was me, I'd just assign cards a point value according to rarity and legality rather than have to look up a dozen prices on a scalpers' website to know whether your deck is still legal today.
For example, you might set a base points cost of 0 for a Basic, 1 for a Common, 2 for an Uncommon, 4 for a Rare and 8 for a Mythic Rare, and then increase the multiplier by 1 for each of Legacy, Modern and Standard that the card is banned in. So Jace, the Mind Sculptor would have a cost of 8 (Mythic Rare) * 3 (banned in Modern and Standard) for a total points cost of 24.

Also, the same card can have vastly different price points for different sets, foil vs. non-foil, and different languages. For example, warghoul brought up Jitte; the promo version currently costs more than the entire deck is restricted to.
Friends and I have talked about trying to set something like this up for EDH play (using either prices or a power rating), but never gotten past the obnoxious logistics side, where deck building/maintenance becomes a nightmare. Interesting but impractical. If you could set it up on MTGO, tying prices to a major site like mtgotraders in-program so that people don't have to do so much work, then I could see it being viable. But IRL I don't think it is worth the hassle.
I honestly think the only new format we are going to get is a new type of modern that starts off with M14 onwards. So no shocks, no filters, no tarmogoyf, no clique, no Bob, no snappy, no Lili and no wrath of god. Just bad new cards.
So, Extended?
I proposed a similar idea and it was viewed as unworkable. Perhaps there will come a point where cards of recent power level (the ones who can't compete with Goyf, Snappy, and such) get a format, but it is probably a long away off
I like the idea better than Pauper because it allows you to splurge for a big, impactful card at the cost of the rest of the deck.

On topic, if this idea took off in a big way, any popular card would price itself out of the format. While it's a neat idea, it's far too volatile for Magic.
