How do you think they are going to do this
They aren't going to reprint anything just because of the new border.
All we got is a description, we don't know if it looks decent. For all we know it could be just as bad as the Amonkhet Invocations.
I'm puzzled as to why they felt the need to give legendary a cosmetically different frame than "normal" cards unless it's either to push their Planeswalker lineup even harder. Essentially make Legendary literally mean nothing but Planeswalker eventually, so new Legendary lands will eventually become a memory. Or they're planning for some more mechanical changes related to legendary to the game down the road.
I'm going to wait and see before I draw an opinion on it.

From the FAQ, "legendary cards other than planeswalkers use a modified card frame with additional flourishes on the title bar". They're just gussying up the frame around the name.

Right, and we all know their definition of, "iconic," isn't the same as what most people thought. We have no idea of, "flourish," could be something as simple a small curly on either end or a straight up whole new border. They do use the word modified as well. That could mean anything as far as WotC is concerned.
I'm just saying people shouldn't get too excited on a text description until we see the actual card itself. They've been cagey with their descriptions lately.

If and when a legendary card is selected to be reprinted, it will receive the new border.
However reminder they could do master theme of "commander masters"
