I was just thinking about this, but people are always complaining about modern not getting cards reprinted in standard because the cards are too good for standard, so why is it nobody is just tossing their arms up and doing a format that's all modern frame sets? It's basically legacy light, avoids the reserved list, and ultimately it's probably going to get all the non-RL cards eventually since wizards doesn't have an issue with reprinting those cards via commander, conspiracy, Battlebond, etc. Is it just because they are afraid the format will make the game too expensive? It's not like a ban list can't exist for it and such.

New Frontier was m15 frame and up. I'm saying just do everything modern card frame and up. Frontier flopped because it was created to address a supply issue for one region. The format was interesting in the USA, but it had no legs here because it forced people to have to decide between modern or frontier, which is what I was hoping wouldn't happen. The problem in the US is the singles market being prone to extreme highs and lows with little moderation to keep the spikes from happening too quickly. It's fine to have prices climb with demand and decrease when demand wanes, but having it happen as fast as it does makes it difficult for the end buyer. This got caused by them using masters sets for reprints, ironically. If masters sets were like the original 2013 version in price it might have worked, but when they boosted the box prices and started reprinting cards, they realized they couldn't just put the same high priced cards in the same box year in and out. Hence they rationed out the cards over the last few years, put filler in for draft, and eroded consumer confidence, hence the long, slow, agonizing price drops on many of the modern cards over the period of 2016-2017.
The only reason prices surged suddenly is that the last year of masters sets flopped so hard, it made people confident in wizards being incompetent. Now their big sales pitch is that we are living in the "age of feedback" and "we are listening to you" even though they are still mostly listening to twitter and reddit, which is driving a lot of the core players nuts.

Also welcome to the world of legacy and vintage we have been complaining about "too strong for standard so we can't reprint great format staple X" for a long long time. Again Modern is that format, their are no reserve list cards legal in modern, Good modern cards are repritned in sets like the ones mentioned now and again. This format exsists.
Basing the creation of a new format off of a redesigned card frame has always been silly. Picking 8th edition was just WotC's way of arbitraily deliniating the first 10-ish years of magic from the (then) latest 10-ish years.
When Modern released it has 8 years worth of sets under its belt. The M15 card frame era was released in 2014. That means it will be at least 2022 before we see a new eternal format released (if indeed it starts at M15). I have serious doubts as to this, since that format would include Fetch Lands, which are basically a non-starter for WotC at this point. That means you likely have to start at Magic Origins.

If you have the same card but one is an older frame and one is a newer frame, the rules do not allow you to discriminate against the older card frame.
He means he wants a modern-esque format where Force of Will and Sol Ring and other recently reprinted cards are legal because they've been given the new frame treatment. Says nothing about not being able to use the old frame version, just that it has to have been given a new frame. Basically like he said, non reserve list format.
There's no need, and it would just be broken. Nothing worth thinking about (force of will like stuff) would ever get a Standard printing, so why bother?
Modern already supports any 'modern' archetype, and more. Has at least the potential for Standard reprints (even if some are unlikely) and is objectively the most popular format.

What would be gained for Wizards?
Why does it matter? Wizards doesn't have to be the ones making the format and honestly after seeing Brawl, do you want them making another one? As I recall from interviews with Gavin, they are allotting space in standard sets specifically to cater to brawl. That's great, but they tend to design cards differently for the 60 card singleton format vs the 60 card traditional formats due to starting life being different, so basically they are sacrificing standard constructed for a semi constructed format.
Then there is modern, which was dragged through hell how many times because they didn't want to design around it despite supporting it? They legitimately banned cards that shouldn't have been banned, introduced cards that broke the format, and it took basically two years post Eldrazi winter to finally get us all to where we are now.
And then there is the support for commander. Just look at the ban list change for online 1v1. I don't need to explain this anymore than that. They had to ban their own partner commander mechanic because it was breaking the game, and now they just unbanned all the tutors in the world plus card search. So we are now semi-pre-commander 2016 with just the four color commanders legal.
These guys have been very bad at balancing the game. There are a number of people on this forum that could do better work than WoTC if they had the data those people are hiding in their magical tower vault. To say I'm a little tired of this lack of competence is an understatement. Also, they are not getting any forgiveness from me on that crap shoot for masters 25, but that is another story because if I go off into that forest again I'm probably going to come out looking like Uncle Istvan.
